Hugo City Council Minutes for January 20, 2009 <br />Page 2 of 7 <br />G.1 Approval of Claims <br />Adoption of the Consent Agenda approved the claims roster as presented. <br />Approve Charitable Gambling Permit for Hugo Business Association: Warm Hearts for <br />Charity Wine Tasting Event on January 31, 2009 at the Hugo American Legion <br />The Hugo Business Association has made application to the City of Hugo for a Charitable Gambling <br />permit in order to conduct a raffle for its Warm Hearts for Charity Wine Tasting Event scheduled for <br />Saturday, January 31, 2009 at the Hugo American Legion. City staff has reviewed the application <br />and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the Charitable <br />Gambling Permit for the Hugo Business Association for its raffle as part of the Warm Hearts for <br />Charity Wine Tasting Event scheduled for January 31, 2009. <br />G.3 Approve Lot Split and PUD Amendment for Fable Hill — Pratt Homes <br />The applicant is requesting a lot split for Lot 5, Block 5 of Fable Hill First Addition. The lot is <br />currently 1.54 acres in size and is large compared to the other lots in the area. The lot is proposed <br />to be split into two lots that would be .87 acres (parcel A) and .67 acres (parcel B) in size, which <br />would be consistent with the lots in the area. The applicant is also requesting a Planned Unit <br />Development (PUD) Amendment to allow 53 single family homes where 52 were previously <br />approved. At their January 8, 2008 meeting the Planning Commission held a public hearing on <br />the request. There was no one that spoke during the public hearing. The Planning Commission <br />discussed the lot split and PUD amendment and agreed that the request was consistent with the <br />plat for Fable Hill. Staff recommended approval of the request to the Planning Commission. The <br />Planning Commission recommended approval of the lot split and PUD amendment to the City <br />Council by a vote of 6-0. Adoption of the Consent Agenda approved RESOLUTION 2009-3 <br />APPROVING A LOT SPLIT FOR BLOCK 5, LOT 5, FABLE HILL FIRST ADDITION AND <br />A PUD AMENDMENT FOR FABLE HILL FIRST ADDTION <br />Approve Individual Sewage Treatment Systems (ISTS) Agreement with Washington County <br />The City of Hugo received notification from the Washington County Health Department that it <br />would be making revisions to its contract agreement with cities it provides inspection services to <br />for individual sewage treatment systems. The proposed revisions to the ISTS agreement have <br />been reviewed by City staff and found to be satisfactory and recommended for approval. <br />Adoption of the Consent Agenda approved the ISTS Agreement with Washington County to <br />provide inspection services for individual septic systems in the rural area of Hugo. <br />Approve MCMA Grant Application for Internship Prosect <br />The City of Hugo received notification from the Minnesota City/County Management <br />Association for grant applications for an intern opportunity for current and future graduate <br />students to work on a collective number of projects that would provide the student with exposure <br />to all facets of local government administration. Administrative Intern Shelly Clausen has <br />prepared an application along with City staff to allow the City of Hugo to obtain the matching <br />$5,000 grant from MCMA. Adoption of the Consent Agenda approved the grant application and <br />letter of intent to the MCMA for its internship project which would allow the City of Hugo to <br />cost share in getting a new intern. <br />
