Hugo City Council Minutes for January 20, 2009 <br />Page 5 of 7 <br />development and funding of cost-effective regional projects that would be focused on meeting <br />the objectives outlined above. This would include development of a stormwater reuse capital <br />improvement plan as a cooperative project with the RCWD, who agreed to fund up to 75% for a <br />joint study to address the new requirements using regional improvements. The entire cost of the <br />study was estimated at $100,000. Finance Director Ron Otkin informed the Council the money <br />was available in the Stormwater Utility Fund to pay for the City's share of the study, and this <br />would be a worthwhile expenditure. Council discussed how a CIP would put the City of Hugo in <br />a better position to capture some of the funds for improvements to water quality from the <br />Outdoor Heritage Fund, which was created by the recent 3/8 -cent sales tax increase. <br />Miron made motion, Petryk seconded, to direct staff to prepare a cost sharing agreement for this <br />project, and to add it to a future agenda for approval. <br />All Ayes. Motion carried. <br />Approve Resolution for Improvements to 130th Street and Highway 61 Intersection and <br />Schedule Date for Neighborhood Meeting for January 26 or February 9 <br />At its January 5, 2009 meeting, the Hugo City Council listened to a presentation from City <br />Engineer Jay Kennedy regarding the funding the MnDOT has agreed to provide for <br />improvements to the intersection to 130th Street and TH61. Council directed the City Engineer <br />to prepare a resolution of support for the project as well as a request to MnDOT for approval for <br />a traffic control signal for the intersection. City Engineer Jay Kennedy provided Council with an <br />update on work completed to date on the design of the project as well as issues related to the <br />request to MnDOT for approval of a traffic control signal. The City has received a cooperative <br />agreement award of $421,200 of MnDot funding for turn lane improvements, and additional <br />costs beyond that would be $225,000 for a traffic signal and $250,000 for the railroad crossing <br />signal. The Council discussed the need to begin discussions with MN Commercial Railroad and <br />Wilson Tool to determine if they wanted to be a part of the solution. City Finance Director Ron <br />Otkin cautioned against using Tax Increment Financing because of the uncertainty of the <br />economy and of the industrial park. <br />Fran made motion, Petryk seconded, to approve RESOLUTION 2009-5 REQUESTING <br />APPROVAL OF A TRAFFIC SIGNAL BY MnDOT AT THE HIGHWAY 61/130TH STREET <br />INTERSECTION, AND REQUESTING ADDITIONAL MnDOT FUNDING. <br />Ayes: Petryk, Klein, Miron <br />Nay: None <br />Motion carried. <br />Miron made motion, Klein seconded, to direct staff to begin discussions with interested parties, <br />and to schedule February 9, 2009 as a meeting of the Council to allow attendance at the <br />neighborhood meeting for residents around the 130th Street/TH61 intersection as well as that at <br />147 Street and TH61 <br />All Ayes. Motion carried. <br />
