Adoption of the Consent Agenda approved RESOLUTION 2009-4 SUPPORTING <br />THE 34TH RED BULL INFANTRY DIVISION AND STILLWATER-BASED 34TH <br />MILITARY POLICE COMPANY OF THE MINNESOTA NATIONAL GUARD ON ITS <br />DEPLOYMENT TO IRAQ <br />Discussion on Exposed Building Foundations in Creekview Preserve <br />At its December 1, 2008 meeting, the Hugo City Council discussed issues related to the two <br />exposed foundations and a severely damaged home in the Creekview Preserve neighborhood, <br />which was devastated by the May 25, 2008 Tornado disaster. Council had directed the two <br />foundations to be capped by January 15, 2009 and for staff to work with the property owners on <br />the other home that was severely damaged. Community Development Bryan Bear provided <br />Council with an updated on the actions to date on those properties. The properties located at <br />15830 Farnham and 5051 159th Street were making significant progress. The home on Farnham <br />was in the process of construction, and the home on 159th has only been constructed to the first <br />floor elevation, but a building permit has been pulled to complete the entire home. The builder <br />was communicating with the building department and indicated construction would resume in <br />the spring. Staff has been in contact with the owner of the severely damaged home at 5581 <br />Finley Bay which is foreclosure and every effort was being made to sell the property. The <br />Mayor was pleased the owners were making progress, and he thanked staff for the update. <br />Discussion on Snow Removal from Private and City Sidewalks and Trails <br />On January 13, 2009, Councilmember Phil Klein contacted City Administrator Mike Ericson to <br />inquire as to what the City policy is for the removal of snow on sidewalks and trails around <br />Oneka Elementary School and the surrounding neighborhood. Public Works Director Scott <br />Anderson explained the City did not currently have a policy regarding snow and ice removal on <br />sidewalks and trails. The White Bear Lake School District provides snow removal services for <br />the sidewalks and trail surrounding the Oneka Elementary Schools, and the Waters Edge and <br />Heritage Ponds homeowner associations provide snow removal services for the sidewalks and <br />trails in those neighborhoods. The Council discussed the potential cost to the City for employees <br />and equipment to provide the service and the possibility of requiring future developments to <br />include it as a responsibility of the homeowners' associations. <br />Klein made motion, Petryk seconded, to direct staff to add this discussion to the 2009 Council <br />Goal Setting Session agenda as well as prepare a cost estimate for equipment and man-hours that <br />would be needed if the City provided this service. <br />All Ayes. Motion carried. <br />H.3 Discussion on Water Reuse and Stormwater CIP — WSB Water Resource Engineer <br />Pete Willenbring <br />The City Council has expressed an interest in developing regional projects that can actively use <br />stormwater runoff for irrigation or other beneficial purposes. Projects such as these will help the <br />City achieve it's water conservation goals, meet Rice Creek Watershed stormwater infiltration <br />requirements associated with future development and re -development, and potentially address <br />future Total Maximum Daily Load allocations associated with impairments to Hardwood Creek <br />and Peltier/Centerville Lakes. Mr. Willenbring reviewed an approach that has been developed <br />by City of Hugo and Rice Creek Watershed District (RCWD) staff that would facilitate the <br />
