Adoption of the Consent Agenda approved RESOLUTION 2009-19 APPROVING A MINOR SUBDIVISION FOR JIM LEROUX ON PROPERTY LOCATED AT 16629 ELMCREST AVENUE NORTH. it Resolution A Encroachment Agreement for Brad and Jennifer Motz at 5710 The applicant is requesting to construct a 16 X 32 foot deck to be located behind the home. A drainage and utility easement covers the majority of the rear yard and begins 2 feet behind the home and angles farther out to 20 feet from the home. The footings of the deck would be located within the easement and would extend approximately 10 feet into the easement at the most. Staff finds the deck would have no negative impact on utilities or drainage in the area. Adoption of the Consent Agenda approved RESOLUTION 2009-20 APPROVING AN ENCROACHMENT AGREEMENT FOR BRADLEY AND JENNIFER MOTZ TO ALLOW CONSTRUCTION OF A DECK WITHIN A DRAINAGE AND UTILITY EASEMENT ON THE PROPERTY LOCATED AT 5710 159TH CIRCLE NORTH. Approve Pay Request No. 3 from Arcon Construction for Work Completed on the 2009 Street Reconstruction Proiect The City of Hugo has received Pay Request No. 3 from Arcon Construction for work completed to date on the 2009 Street Reconstruction Project. Senior Engineering Technician Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 3 in the amount of $164,377.07 for work completed to date on the 2009 Street Reconstruction Project. Approve Changes to Hugo Fire Department Bonus and Point System Councilmember Weidt removed this item from the Consent Agenda. Fire Chief Jim Compton, Deputy Fire Chief Jadon 011ila an Assistant Fire Chief Marty Schwartz have been meeting for the past several weeks to discuss changes to the Fire Departments Bonus and Point System which provides ratings to firefighters as they respond to medical and fire calls. After discussion with the membership, the Fire Chief has recommended changes to the point system, which had been reviewed by the City Attorney for conformance with the City's Personal Policy. Weidt made motion, Petryk seconded, to table this item until after the July 21, 2009 workshop with the Hugo Firefighters Relief Association. All ayes. Motion carried. Approve Resolution Awarding Sale of General Obligation (GO) Improvements Bonds for 2009 Street Reconstruction Proiect - Brenda Krueger, Springtsted At its January 15, 2009 meeting, the Hugo City Council awarded a contract for the 2009 Street Reconstruction Project in and around the Hugo Elementary School neighborhood to Arcon Construction. The cost of the project is estimated at 1.823 million dollars. The City held an assessment hearing prior to the project to educate and inform residents as well as to provide them
