MINUTES FOR THE CITY COUNCIL MEETING OF NOVEMBER 2, 2009 <br />Mayor Fran Miron called the meeting to order at 7:02 p.m. <br />PRESENT: Haas, Klein, Petryk, Miron <br />ABSENT: Weidt <br />ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan <br />Bear, City Engineer Jay Kennedy, Finance Director Ron Otkin, Public Works Director Scott <br />Anderson, Assistant City Attorney Christine Eid, and City Clerk Michele Lindau <br />Approval of Minutes for the CSAH 8 East Open House at Rice Lake Centre on October 14, <br />2009 <br />Haas made motion, Petryk seconded, to approve the minutes for the CSAH 8 East open house <br />meeting held on October 14, 2009 at the Rice Lake Centre as presented. <br />All Ayes. Motion carried. <br />Approval of Minutes for the City Council Meeting on October 19, 2009 <br />Petryk made motion, Klein seconded, to approve the minutes for the City Council meeting on <br />October 19, 2009 as presented. <br />All Ayes. Motion carried. <br />Approval of the Agenda <br />Miron made motion, Klein seconded, to approved the agenda as amended: <br />Add K.1 - Update on the Yellow Ribbon Network (YRN) <br />All Ayes. Motion carried. <br />Land for Public Trust Embrace Open Space - Mark Schiffman, Consultant to Trust for <br />Public Land <br />As the Council is aware, Councilmember Chuck Haas serves as the Chair on the Metropolitan <br />Council's Parks and Open Space Commission, whose charge it is to acquire parkland and open <br />space for the Metropolitan Council's regional park system. Councilmember Haas recently had a <br />member of the Trust for Public Land address the group on a number of issues including the value <br />that the Trust places in having parkland and open space next to residential property. <br />Specifically, the organization known as Embrace Open Space is a non-profit group organized to <br />acquire open space in the Twin Cities metropolitan area. Consultant for Trust for Public Land <br />Mark Schiffman made a presentation to the Council reporting on their studies that showed <br />county -wide, on average, property values increased by $16,570 per home for homes on one -acre <br />
