Motion carried. <br />Resolution Approving Utility Revenue Bond Redemption <br />In 2001, the City of Hugo issued 15 -year General Obligation Utility Revenue Bonds in the <br />amount of $3,120,000 and used the proceeds to improve the water system, including the <br />construction of two wells, two pumphouses, watermain extensions, and the north watertower. As <br />is customary with municipal bond issues, a call provision was included in the bond documents <br />whereby all bonds maturing in the years 2010 through 2017 are subject to early redemption. The <br />Finance Department is recommending that the City Council adopt a resolution calling for the <br />redemption of these bonds, thus saving approximately $328,000 in future interest payments. <br />Finance Director Ron Otkin provided a brief presentation detailing the steps that must be taken <br />to retire the bonds. <br />Petryk made motion, Klein seconded, to approve RESOLUTION NO. 2009-37 <br />AUTHORIZING THE CALL OF OUTSTANDING GENERAL OBLIGATION UTILITY <br />REVENUE BONDS, SERIES 2001. <br />All Ayes. Motion carried. <br />Finance Director Ron Otkin informed the Council the City has received the $350,000 in tornado <br />relief funds as approved by the 2009 Minnesota State Legislature. The Council discussed a <br />request for reimbursement of the rest of the cost associated with the tornado. <br />Miron made motion, Haas seconded, to prepare letter of appreciation to those that help secure the <br />funds for the City of Hugo, and look for reimbursement for the additional costs. <br />All Ayes. Motion carried. <br />Update on Stormwater CIP/JD#2 Minor Maintenance <br />Water Resource Engineer Pete Willenbring has been working with the Rice Creek Watershed <br />District (RCWD) to develop a Stormwater CIP for the City that will stress regional solutions as <br />well as storm water reuse. Pete explained that when the background for the CIP is complete, the <br />information will also be used to update the City's Stormwater Plan. Public Works Director Scott <br />Anderson and Senior Engineering Technician Steve Duff have canoed the entire stretch of <br />Hardwood creek from Rice Lake to TH61 and identified many areas in need of minor <br />maintenance. The City has obtained all the necessary permits to complete minor maintenance <br />projects within Judicial Ditch 2 (Hardwood Creek), and Pete suggested the City select minor <br />maintenance projects for completion this year not to exceed the annual amount of $40,000 <br />allotted by RCWD. <br />Petryk made motion, Haas seconded, to direct WSB Engineering and the Public Works <br />Department to obtain appropriate quotes for next years work and use the remaining money for <br />this year on minor maintenance projects. <br />
