Hugo City Council Minutes for December 15, 2008 <br />Page 10 of 11 <br />Approve Final Plat and Termination of Development Agreement for Cross County Properties for <br />Oneka Lake Townhomes <br />Cross Country Properties is requesting approval of a final plat application for a one lot plat on property <br />located north of 150th Street at Generation Boulevard. The plat will replace the 30 townhome lots that <br />were platted on the property in 2006. The developers also requested that the City terminate the <br />development agreement, as they do not intend to develop the property at this time. Earlier at this <br />meeting, the Council held a public hearing to vacate the public right -or -way and drainage and utility <br />easements on the property, which was then approved by the Council. <br />Haas made motion, Granger seconded, to approve RESOLUTION 2008-63 APPROVING FINAL <br />PLAT AND TERMINATION OF DEVELOPMENT AGREEMENT FOR CROSS COUNTY <br />PROPERTIES FOR ONEKA LAKE TOWNHOMES ON PROPERTY LOCATED GENERALLY <br />NORTH OF 150TH STREET AT GENERATION BOULEVARD. <br />All Ayes. Motion carried. <br />Update on December 11, 2008 I-35 W/E Coalition Meeting <br />On Thursday, December 11, 2008 the City of Hugo officials attended the I-35 W/E Coalition meeting at <br />the Running Aces Harness Racing Track in the City of Columbus. Mayor Fran Miron provided Council <br />and the public an overview of agenda items discussed that evening. One of the items presented at the <br />meeting by Doug Fischer, Washington County Deputy Director of Transportation and Physical <br />Development, was the I-35 W/E interchange improvements in Lino Lakes where the development they <br />were expecting to help fund the project was not occurring. The Coalition suggested cities begin visiting <br />their congressional leaders on this issue to obtain support for the I-35E/CSAH 14 interchange project. <br />Visitor Presentation -Discussion on Water Usage in Hugo <br />Joe Johnson, 5430 134th Street North, requested this item be added to the agenda. Joe had concerns <br />regarding the shortage of clean drinking water and questioned why each home was billed each quarter <br />for a minimum of 15,000 gallons of water, which he felt unjustly penalized those who are trying to <br />conserve. He requested, in the interest of fairness and water conservation, that residents be billed for <br />actual water use. Joe spoke about the Clean Energy Resource Teams (CERTS) program which assists <br />communities in conservation projects. City Engineer Jay Kennedy talked briefly about water reuse <br />which WSB has been working on. The mayor thanked Joe for bringing this issue before the Council. <br />Miron made motion, Granger seconded, to direct staff to continue to work on water conservation issues. <br />All Ayes. Motion carried. <br />Update on Proposed Changes to 2020 Comprehensive Plan <br />Following the City Council's approval of the Comprehensive Plan in May, 2008, staff sent the draft plan <br />to surrounding communities, and various agencies for their review. Staff has received comments from <br />14 of these governmental units and has prepared a response letter to address each of these comments. <br />The majority of the comments are of a technical nature and are present reason for concern. The City is <br />preparing to submit a response letter to the Metropolitan Council along with an updated comprehensive <br />
