Motion carried. <br />Approve Resolutions Adopting 2009 City Budget and City Tax Lew <br />At its December 1, 2008 meeting, the Hugo City Council held its annual Truth -in -Taxation public <br />hearing where Finance Director Ron Otkin presented the proposed 2009 City Budget which reflects a <br />decrease of 1.5 % in the City's Tax Capacity Rate for the sixth consecutive year. No one in the audience <br />addressed the Council on the proposed 2009 City Budget. Finance Director Ron Otkin provided Council <br />with a PowerPoint presentation addressing issues raised at the Truth -in -Taxation public hearing where <br />the Mayor and Council members had questions abut the Hugo Firefighter's Relief Association. Finance <br />Director Ron Otkin recommended a shift of $49,300 from the capital equipment budget to a pension <br />reserve fund. He also explained there could be potential cuts in the Market Value Homestead Credit <br />from the State and he would continue working with department heads should the cuts happen. Ron <br />recommended Council approve the General Fund Budget in the amount of $4,134,721 and Tax Levy <br />Payable in the amount of $5,329,096 <br />Granger made motion, Haas seconded, to approve RESOLUTION 2008-60 APPROVING THE <br />GENERAL FUND BUDGET FOR THE 2009 FISCAL YEAR. <br />Ayes: Granger, Puleo, Haas, Petryk, Miron <br />Nays: None <br />Motion carried. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2008-61 APPROVING FINAL TAX <br />LEVY PAYABLE IN 2009. <br />Ayes: Petryk, Haas, Puleo, Granger, Miron <br />Nays: None <br />Motion carried. <br />Authorize Staff to Advertise for Bids for Hugo Elementary Neighborhood Street Reconstruction <br />Proiect <br />At its June 16, 2008 meeting, Hugo City Council approved the feasibility study for the street <br />reconstruction project for the Hugo Elementary School neighborhood. City staff along with Council <br />members have held a number of neighborhood meetings with residents to gain their input on the <br />reconstruction project. Staff held the final open house on August 28, 2008 to take final public comment <br />on the project. Diane Hankee, Civil Engineer from WSB, explained the project to the Council and said <br />she has met with property owners whose issues were mainly about drainage and pedestrian connections. <br />WSB will work with the Watershed District to see if the project qualifies for funding. The street <br />reconstruction project would be scheduled for summer of 2009. <br />
