RESOLUTION 2008-19 <br />APPROVING A PUD GENERAL PLAN FOR LAKES AREA BANK ON LOT 11, <br />BLOCK 4 OF VICTOR GARDENS 4H ADDITION LOCATED SOUTH OF <br />FRENCHMAN ROAD (COUNTY ROAD 8) AND WEST OF EVERTON AVENUE <br />WHEREAS, Lakes Area Bank has requested approval of a PUD general plan to allow <br />construction of a bank on the property legally described as follows: <br />Lot 1, Block 4, Victor Gardens 4`6 Addition <br />WHEREAS, the Planning Commission has reviewed the PUD general plan at a duly <br />called Public Meeting and recommends approval; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br />request by Lakes Area Bank for a PUD general plan, subject to the following conditions: <br />1. A PUD general plan is approved to allow the construction of a 4,984 -square foot bank <br />with drive-through on Lot 1, Block 4, Victor Gardens 4a' Addition in accordance with <br />the architectural, civil and lighting plans received on May 1, 2008, except as amended <br />by this resolution. <br />2. The development shall be consistent with the Victor Gardens PUD concept plan <br />approvals and the Victor Gardens 0 Addition approvals, except as otherwise noted <br />herein. <br />3. PUD flexibility is granted from the following requirements: <br />a. An exemption to the Victor Gardens PUD requirement for buildings to be <br />designed with a French Village/European architectural theme to allow the <br />building design to be prairie style architecture with a craftsman influence. <br />b. A 5 -foot parking setback where 10 -feet setback is required by ordinance from <br />Everton Avenue. <br />c. A second wall sign where only one wall sign is allowed by ordinance, provided <br />that one sign is located on the north elevation facing CSAH 8 and the other sign is <br />located on the east elevation facing Everton Avenue. <br />d. An exemption to the PUD requirement that all ground -mounted mechanical <br />equipment be screened by walls, provided that the Applicant submits an elevation <br />proving that the proposed evergreen plantings will effectively screen the <br />mechanical equipment. Approval is subject to city staff approval, which will be <br />granted if the applicant can show that the landscaping will screen the mechanical <br />equipment as well as the required wall. <br />
