Resolution 2004-69 <br />Page 2 <br />5. Drainage and utility easements shall be recorded with the final plat for all private <br />driveways. <br />6. The land proposed for park dedication and the school/community playfields <br />(Outlots B and F) shall be deeded to the City with the final plat for the first phase <br />of the development. <br />7. The final plat must be revised to rename 150 Street North to Heritage Parkway. <br />FURTHER, that the following conditions be met prior to issuance of building permits: <br />1. The applicant shall submit the final design palette for the entire project, including <br />material samples for the siding, shakes, shutters, shingles, brick and stone, for <br />City review and approval. <br />2. The developer must provide a copy of the HOA documents for City review and <br />approval. The HOA documents must include architectural guidelines. <br />3. The applicant must file the HOA documents at Washington County. <br />4. The developer shall provide a master sign plan for City review and approval. <br />5. The developer shall work with the City to establish guidelines for crosswalks. <br />The plans should be revised to provide crosswalks perpendicular to the streets <br />near the school site, including at Promontory Point, the intersection of <br />Heritage/Europa, 158"/Enfield and Heritage/Empress. <br />6. The plans must be revised to coordinate with the Waters Edge North plans for <br />Heritage Parkway with a trail on the south and a sidewalk on the north. <br />7. 158`h Street (formerly Street A) must be revised to provide a 32 -foot wide street. <br />8. The applicant will be required to obtained easements or encroachment agreement <br />from the property owner to the north to allow construction of 158h Street in the <br />2°d phase of development. <br />9. The applicant must pave Elmcrest Avenue from County Road 8, the first lift of <br />which must be completed prior to issuance of Certificates of Occupancy. <br />10. The Developer is required to escrow one-half of the cost to upgrade Ehmcrest <br />Avenue to an urban -section roadway along the edge of the plat, with credit given <br />for expense related to the paving proposed as part of the current development. <br />This issue is outlined in the Development Agreement. <br />
