Resolution 1996-22 <br />Page 2 <br />WHEREAS, available funding sources for the project have been researched and <br />considered, including grants-in-aid from the U.S. Army Corps of Engineers, U.S. <br />Department of Agriculture, the Federal Emergency Management Agency, and <br />Minnesota Department of Natural Resources; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Hugo, Washington County, Minnesota, that it is necessary to construct an outlet <br />from Goggins Lake to alleviate and control flood waters in the basin and to protect <br />the public's health and safety; and <br />FURTHERMORE, the Washington County Board of Commissioners, serving as <br />the water management organization for the Brown's Creek Watershed, is <br />requested to construct and maintain the proposed outlet from the School Section <br />Lake, Plaisted Lake, and Goggin's Lake basin as soon as practical; and <br />FURTHERMORE, that the most timely, practicable, and equitable method for <br />funding such an improvement is through assessments levied on the contributing <br />area under Minnesota Statutes Chapter 444; and <br />FURTSERMORE, Washington County and the City of Hugo should make <br />contributions to the project's funding in proportion to their avoided costs of not <br />having to reconstruct County Road 57 and 140th Street, if the outlet is emplaced. <br />Upon roll call, the following members voting AYE: Goiffon, Leroux, Miron <br />Voting NAY: NONE <br />Whereupon said resolution was declared passed and adopted this 19th day of <br />December, 1996. <br />on, Mayor <br />ATTEST: <br />Mary Creager, City <br />
