Ir <br />RESOLUTION 1988-10 <br />RESOLUTION REQUESTING LEGISLATIVE SUPPORT FOR THE INTERESTS <br />OF SMALL CITIES AND THE CITY OF HUGO <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON <br />COUNTY, MINNESOTA: <br />WHEREAS, the Minnesota House and Senate have displayed an obvious lack <br />of concern for the well-being of small communities and rural areas in <br />recent years; and <br />WHEREAS, small cities and other governmental agencies have been <br />strapped by levy limits, the loss of federal/state aids, and threats of <br />freezing local government aids and the homestead credit which are main <br />sources of revenue for small communities; and <br />WHEREAS, the legislature continues to pass laws mandating services, <br />reporting, and other municipal performance requirements without funding <br />sources to accomplish said mandates; and <br />WHEREAS, tax -cut promises to constituents always seem to be in the <br />areas affecting revenues for cities, counties, and school districts as <br />opposed to the State of Minnesota's main sources of revenue; and <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, <br />WASHINGTON COUNTY, MINNESOTA: <br />That our locals legislative representatives represent our concerns and the <br />concerns of other small communities and governmental agencies as follows: <br />1. Removal of levy limits for communities under 5vOOO population. <br />2. No legislative mandates be approved without state funding for said <br />mandates or a special levy for said mandates. <br />3. The State of Minnesota conform to the same legislative mandates <br />required of cities and counties. <br />4. Taxes paid by Minnesota residents for certain purposes, such as the <br />gasoline tax, be used for the purposes for which they were intended. <br />5. State agencies reduce their budgets during the year if revenue <br />shortfalls are apparent as opposed to deficit spending and borrowing <br />from other funds or cutting other agency's revenues to balance the <br />budget. <br />6. The legislature consider the cost of implementing legislative mandates <br />for citizens, local governmental agencies, and the state itself before <br />adopting such legislation. <br />7. Homestead credit and local government aids for cities, counties, and <br />school districts not be reduced unless the state is willing to reduce <br />its revenue sources by a similar percentage. <br />
