RESOLUTION NO. 1977 -_3 <br />A RESOLUTION REGARDING THE PROPOSED SANITARY LANDFILL <br />IN THE CITY OF HUGO. <br />The City Council of the City of Hugo determines that: <br />WHEREAS, The City of Hugo, being fully aware of the necessity <br />for disposal of the solid waste generated by an urban population, <br />and being deeply concerned for the health, safety, and welfare of <br />its citizens, and the residents of the entire metropolitan area, <br />has reviewed the proposed site for a sanitary landfill to be located <br />within the city (Section 410 &11)and operated by Washington County <br />for.the benefit of the metropolitan area; and <br />WHEREAS, the rural character of the city, so carefully <br />fostered and protected by the city government, which is a significant <br />asset to the quality of life in the entire metropolitan area, would <br />be severely diminished by the creation and operation of the landfill; <br />and <br />WHEREAS, the creation of the landfill at the site contemplated <br />would displace a major portion of the existing agricultural enterprise <br />within the city, by preempting the use of prime agricultural land <br />within and adjacent to the proposed site and by destroying the oppor- <br />tunities now being pursued by several of the few remaining young <br />farmers, and would severely burden the agricultural community with <br />destructive tax rates, due both to the loss of tax base and the <br />attendant demand for additional services; and <br />WHEREAS, the city is gravely concerned about the potential for <br />pollution of the surface and subterranean water systems which are <br />vital to the City of St. Paul and to the local residents for whom <br />
