-2 - <br />there are no alternatives to individual wells accessing the local <br />water supply; and <br />WHEREAS, the safety of the residents of the city would be <br />greatly compromised by the increased traffic on the only available <br />access routes, most of which lie within the most congested areas of <br />the city; and the maintenance of the city's streets would be <br />rendered increasingly difficult by the inordinate length of such <br />access routes; and <br />WHEREAS, the experience of metropolitan agencies in attempting <br />to operate truly sanitary landfills has been atrocious and the loca- <br />tion of the site within the city is such that even minimal esthetics <br />cannot be established; <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />That the City of Hugo is opposed to the establishment of a sanitary <br />landfill in the location proposed; <br />BE IT FURTHER RESOLVED: that Washington County and Metro- <br />politan Government Agencies be encouraged to seek, with the greatest <br />urgency and highest priority, alternatives to the use of landfills <br />for solid waste disposal, and implement the best alternative in a <br />most expedient manner; <br />BE IT FURTHER RESOLVED: that the county be encouraged to seek <br />an alternative site for a landfill, if the use of such facility is <br />unavoidable, in order that the health, safety, welfare, and quality <br />of life for all of its citizens can be protected and enhanced; <br />BE IT FURTHER RESOLVED: that the City of Hugo will cooperate <br />fully with Washington County and the Metropolitan Government Agencies <br />in their investigation of this site. <br />
