C. POPULATION CHARACTERISTICS <br />Hugo has always been a "growth" community and will undoubtedly <br />continue to grow in the future. As can be noted below on <br />Table I the Village (and Oneka Township) had experienced very <br />slow, steady growth during the period 1940-1960. Both <br />communities were averaging an increase of approximately one <br />hundred (100) persons in each of the two ten year periods. <br />(1940-1950, 1950-1960.) <br />TABLE I - POPULATION TRENDS <br />Since 1960 there has been a marked acceleration in the rate <br />of growth, especially in Oneka Township, where an increase <br />of over 100% has been realized. The old Village of Hugo <br />increased approximately 50% in this ten year period. The <br />composite Village's rate of growth was somewhat greater than <br />that of Washington County, which was 58%. With the greater <br />mobility of the populace and the recent opening of I -35E, <br />it appears that the urban "fringe" of St. Paul is fast <br />approaching the Hugo area. <br />Current population estimates by the Twin Cities Metropolitan <br />Council for 1972 indicate that this recent growth phenomenon <br />is continuing.
