City Council meeting of July 2, 2007 <br />Page 5 <br />SCHEDULE DATE TO INTERVIEW APPLICANTS FOR VACANCY ON PARKS AND <br />RECREATION COMMISSION <br />On May 21, 2007, Council accepted the resignation from Parks Commissioner Tony Groff, who is <br />moving out of the City of Hugo. City staff advertised for the vacancy and is pleased to announce that <br />five very qualified individuals have volunteered to serve on the Parks and Recreation Commission. <br />Haas made motion, Granger seconded, to schedule a special meeting for Monday, July 23, 2007, Hugo <br />City Hall, at 7:00 pm, to interview candidates for the current vacancy on the Parks and Recreation <br />Commission. <br />All aye. Motion Carried. <br />DISCUSSION AND UPDATE ON DRAFT PLAN FOR MNDNR PAUL HUGO FARMS WMA <br />As an adjacent property owner, Mayor Fran Miron removed himself from discussion on this matter and <br />passed the gavel to acting Mayor Becky Petryk and left the Council Chambers. On June 22, 2007, the <br />MnDNR Paul Hugo Farms WMA Task Force held its fifth meeting, which was facilitated by MnDNR <br />planner Emmett Mullen. The Task Force has been working to develop a wildlife management plan for <br />the Paul Hugo Farms Wild Life Management Area, a 320 -acre parcel next to Rice Lake. Groups <br />represented on the Task Force are MnDNR, RCWD, BWSR, the City of Hugo, and a retired MnDNR <br />official. A draft plan has been prepared and the Task Force has scheduled a meeting with the 15 to 20 <br />land owners for Tuesday, August 7, 2007 at 7:00 pm, at the Rice Lake Centre Community Room. <br />Council member Haas requested City Attorney Dave Snyder to provide a written opinion about the need <br />for Mayor Fran Miron to excuse himself from discussion on this issue. <br />Petryk made motion, Granger seconded, to schedule a special meeting of the Hugo City Council for <br />Tuesday, August 7, 2007, Rice Lake Centre Community Room, at 7:00 pm, to hold an informational <br />meeting with Rice Lake area landowners to discuss the proposed wildlife management plan for the Paul <br />Hugo Farms WMA. <br />All aye. Motion Carried. <br />DISCUSSION ON RESTRIPING TH61 FROM 145TH STREET TO 146TH STREET <br />Prior to the construction of the CSAH 8 project and its former connection to TH61, MnDOT officials <br />restriped the section TH61, between 145`h Street and 146t' Street, to allow for the better movement of <br />traffic. Since the closure and removal of the traffic signal at 145"' Street, the need to restripe TH61 has <br />become necessary. City Engineer Jay Kennedy and CD Director Bryan Bear have been working with <br />MnDOT and Washington County officials to design lanes and turn lanes, which allow for improved <br />movement of traffic on TH61. No formal Council action was taken at this time. <br />DISCUSSION ON REVIEW OF CITY ORDINANCE REGULATING DOGS <br />At its June 13, 2007 meeting, the Hugo Parks and Recreation Commission discussed a number of issues <br />on their agenda, as well as a concern from one of the commissioners as to the City's ordinance regulating <br />
