City Council meeting of July 16, 2007 Page 5 to bring their CUP in conformance with state statutes: membership limits; noise standards; improvement of property with Council approval; and open club to the public. Neighbor Kevin Rhodes cited reasons why BESA should not receive amendments to their CUP: need to show compliance with noise standards with expansion; need to show compliance with performance guidelines; provide a lead reclamation program and change to from lead to steel shot; and allow consumption of alcohol while shooting at the gun club. Council member Haas volunteered to meet with neighbors and gun club officials to resolve their issues. Mayor Miron also volunteered to participate. Haas made motion, Granger seconded, to table action on this matter until the meeting of August 6, 2007. Mayor Miron and Council member Haas agreed to meet personally with neighbors and BESA officials to further discuss issues raised at tonight's meeting. DISCUSSION ON PROPOSED CHANGES TO THE RCWD NEW RULES AND REGULATIONS The RCWD is proposing new rules and regulations related to storm water management within the City and has requested written comments to be received no later than August 1, 2007. The new rules would impact current development practices and would also affect the City's street reconstruction program. City Engineer Jay Kennedy quickly presented to the Council a summary of the rule changes and requested direction from the Council on comments related to the changes. Miron made motion, Granger seconded, directing staff to contact other members of the I-35 W/E Coalition with concerns they might have with the changes and submit comments to the RCWD by August 1, 2007.
