City Council meeting of September 17, 2007 <br />Page 2 <br />and Wellness Fair with Oneka Chiropractic at the Oneka Elementary School on Saturday, November 3, <br />2007, from 9:00 am to 3:00 pm. <br />APPROVE CHARITABLE GAMBLING LICENSE FOR NATIONAL ATAXIA FOUNDATION <br />AT CARPENTER'S STEAKHOUSE <br />Council member Chuck Haas asked that this item be removed from the Consent Agenda for discussion. <br />City staff received an application for a charitable gambling license from the National Ataxia Foundation <br />for the sale of pull tabs at Carpenter's. City staff reviewed the application and found it to be <br />satisfactorily complete. Council member requested that gambling manager, Dave Fischer, provide the <br />City with gambling profits, City donations, and information about the disease, ataxia. <br />Haas made motion, Puleo seconded, to approve the annual charitable gambling license for the National <br />Ataxia Foundation for the sale of pull tabs at Carpenter's Steakhouse located at 14559 Forest Blvd. <br />All aye. Motion Carried. <br />CONSIDER AMENDMENT TO CITY ORDINANCE REGULATING DOGS ON PUBLIC <br />PROPERTY <br />At its August 20, 2007 meeting, Council agreed to consider an amendment to the City ordinance <br />regulating dogs in the City; specifically, Council received a recommendation from the Parks and <br />Recreation Commission to require that dogs be leashed while on active City parks. Council agreed to <br />schedule a public hearing to consider this amendment, which would have an impact on residents and <br />visitors with dogs that are on public property. Mayor Fran Miron opened the public hearing for any and <br />all public comment. Bonnie Johnson, 12569 Fiona Road, asked for the definition of "active" City park, <br />and stated that they exercise their dog at the Beaver Ponds soccer field when the park is not in use and <br />use an electronic collar to control the dog. The fact that active parks are not used in the winter was also <br />mentioned. Josh Berger, 14318 Cossette Way, provided Council with dog bite statistics, and stated that <br />most adjoining communities have a leash law for public parks. Tom Connors, 14356 Cossette Way, felt <br />that the ordinance should state that dogs should be leashed when others are present. Vicki Hagan, 14344 <br />Cossette Way, agreed with Mr. Connors stating that dogs should be socialized in order to be better <br />citizens. Council discussed: "reasonable use" as hunting is allowed in the City; add leash control for <br />public trails/sidewalks not in a passive park; time of day usage; time of year; and the distance factor. <br />Puleo made motion, Haas seconded, to send the proposed ordinance back to the Parks Commission for <br />their review noting public hearing and Council discussion. This matter is tabled until the Council <br />meeting of October 15'x, at which time the public hearing will be continued. <br />All aye. Motion Carried. <br />AWARD SALE OF GENERAL OBLIGATION IMPROVEMENT BONDS FOR 129TH STREET <br />AND OAKSHORE PARK PUBLIC IMPROVEMENT PROJECTS <br />As a resident of Oakshore Park, Council member Becky Petryk removed herself from Council discussion <br />and voting. At its August 20, 2007 meeting, Council passed a resolution authorizing the City's financial <br />
