City Council meeting of September 17, 2007 <br />Page 3 <br />advisors to arrange for the sale of $1,230,000 General Obligation Improvement Bonds. These bonds will <br />be repaid from special assessments levied for improvements to 129'h Street and Oakshore Park. Bids <br />were received until 10:00am, Monday, September 17, 2007 and Vice President Paul Steinman of <br />Springsted, the City's financial advisor, tabulated the bids and recommended Council award the sale of <br />the bonds to Wells Fargo with a true interest rate of 3.96%. Paul stated that Springsted had estimated a <br />rate of 4.34% and they were every pleased with the bids. <br />Haas made motion, Puleo seconded, to adopt RESOLUTION 2007-52 PROVIDING FOR THE <br />ISSUANCE AND SALE OF $1,230,000 G.O. IMPROVEMENT BONDS, SERIES 2007A, PLEDGING <br />SPECIAL ASSESSMENTS FOR THE SECURITY THEREOF AND LEVYING A TAX FOR THE <br />PAYMENT THEREOF. <br />VOTING AYE: Haas, Puleo, Miron <br />ABSTAINED: Becky Petryk <br />Motion Carried. <br />REPORT ON SEPTEMBER 6.2007 PUBLIC OPEN HOUSE ON 2008 COMPREHENSIVE <br />PLAN AND SCHEDULE WORKSHOP <br />On Thursday, September 6, 2007, the public was invited to attend an open house at the Hugo City Hall <br />to learn more about the work to date completed on the 2008 comprehensive plan. Approximately 80 <br />residents attended the meeting and provided staff with both verbal comments and a written comment <br />sheet. CD Director Bryan Bear shared with Council the results from the September 61h open house, as <br />well as a request to schedule the next Council workshop to discuss the 2008 comprehensive plan. <br />Haas made motion, Puleo seconded, to schedule the next Council 2008 Comprehensive Plan workshop <br />for Monday, October 22, 2007, Hugo City Hall, at 7:00 pm, to discuss rural planning policy. <br />All aye. Motion Carried. <br />RESCHEDULE COUNCIL WORKSHOP TO DISCUSS 2007 STATE BUILDING CODE AND <br />ADOPTION OF CHAPTER 1306 AND FIRE MARSHAL BUILDING REPORT <br />Included in its 2007 City focus goals, Council agreed to schedule a workshop to discuss an annual <br />inspection program of City businesses, which would include review for the location of combustible and <br />hazardous materials. Council agreed to schedule a workshop at which it would discuss this annual <br />inspection program, City business licensing program, as well as a staff recommended review of the <br />proposed 2007 state building codes. City staff contacted the Fire Chief, Deputy Fire Chief, and Fire <br />Marshal, who were unable to make the October 5'h proposed workshop meeting. <br />Haas made motion, Petryk seconded, to schedule a special City Council meeting for Tuesday, October <br />30, 2007, Hugo City Hall, at 7:0 pm, to discuss the 2007 state building code and adoption of Chapter <br />1306 and fire marshal building report. <br />All aye.
