City Council meeting of October 1, 2007 <br />Page 4 <br />UPDATE ON SEPTEMBER 25TH HUGO ELEMENTARY NEIGHBORHOOD MEETING TO <br />DISCUSS PROPOSED STREET RECONSTRUCTION PROJECT <br />At its Tuesday, September 4, 2007 meeting, Council scheduled a neighborhood meeting for Tuesday, <br />September 25, 2007 with residents living the Hugo Elementary School neighborhood for a discussion on <br />a proposed reconstruction project. On Tuesday, September 25, 2007, Mayor Miron, Council members <br />Puleo and Petryk, and City staff held a meeting at Hugo City Hall with residents to discuss the proposed <br />reconstruction project. City Engineer Jay Kennedy provided Council with a PowerPoint update and <br />overview of the issues and topics discussed at the evening: trails and grant opportunities because of <br />school; assessments; and possible assessment credit for previously paved Francesca Avenue. <br />Miron made motion, Granger seconded, directing the City Engineer to prepare a feasibility study for road <br />improvements in the Hugo Elementary School neighborhood. <br />All aye. Motion Carried. <br />Miron made motion, Haas seconded, directing staff to refer the issue of pedestrian trails to the Parks and <br />Recreation Commission for their review and comment to the City Council. <br />All aye. Motion Carried. <br />RECOMMENDATION FROM PLANNING COMMISSION TO DENY INTERIM USE <br />PERMIT FOR VALLIER ON 177TH STREET <br />Jeremy L'Allier applied for an Interim Use Permit to operate a home occupation on his property located <br />at 7130 177th Street North. The applicant is currently operating a concrete construction business from <br />his property. The applicant has stated that there is no concrete work done on the property and that <br />equipment and materials for the business are stored on the property. At its September 13, 2007 meeting, <br />the Planning Commission held a public hearing on this item where eight residents spoke with concerns <br />regarding the business. The Planning Commission unanimously denied the Interim Use Permit based on <br />the fact that the applicant did not reside at the property and that there was excessive storage without <br />adequate screening. Associate Planner Rachel Simone provided Council with a PowerPoint presentation <br />outlining the IUP application, as well as what steps the applicant has taken to remedy neighbors' <br />concerns. Adjoining neighbors addressed Council stating their concerns with the hours of operation; <br />quietude; screening; traffic; number of employees; and their desire to keep the neighborhood residential. <br />Mayor Miron suggested the application be denied at this time and the applicant attempt to resolve <br />neighborhood issues and reapply in six months. Council also discussed the $250 fee as it would relate to <br />Mr. L'Allier if he reapplies in six months. <br />Granger made motion, Haas seconded, to deny the application from Jeremy L'Allier of 7130 177' Street <br />for an Interim Use Permit to operate a home occupation from the property because Mr. L'Allier does not <br />reside on the property. <br />All aye. Motion Carried. <br />
