City Council meeting of November 5, 2007 <br />Page 4 <br />APPROVE PAY REQUEST #1 FROM ENCOMM MIDWEST FOR CONSTRUCTION OF <br />WELL HOUSE #5 <br />City staff received pay request #I from EnComm Midwest for the construction of well house #5. PW <br />Director Chris Petree and City Engineer Jay Kennedy have reviewed the pay request and found it to be <br />satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved pay <br />request #1 from EnComm Midwest in the amount of $4,693.95 for work completed to date on the <br />construction of well house #5. <br />APPROVE PAY REQUEST #9 FROM KEYS WELL DRILLING FOR WORK COMPLETED <br />ON WELL #5 <br />City staff received pay request #9 from Keys Well Drilling for work completed to date on the <br />construction of well #5. PW Director Chris Petree has reviewed the pay request and found it to be <br />satisfactory for work completed on the project. Adoption of the Consent Agenda approved pay request <br />#9 from Keys Well Drilling in the amount of $15,390 for the construction to date on well #5. <br />APPROVE CHARITABLE GAMBLING LICENSE FOR PHEASANTS FOREVER TO <br />CONDUCT A RAFFLE AT SAL'S ANGUS GRILL ON DECEMBER 3.2007 <br />City staff received an application for a lawful gambling permit from Pheasants Forever to hold a raffle at <br />Sal's Angus Grill on December 3, 2007. City Adoption of the Consent Agenda approved the charitable <br />gambling license for Pheasants Forever to conduct a raffle at Sal's Angus Grill on December 3, 2007. <br />UPDATE ON OCTOBER 22.2007 COUNCIL WORKSHOP ON RURAL PLANNING POLICY <br />On October 27, 2007, Council scheduled a workshop and invited all residents of Hugo to attend with a <br />focus on the City's rural planning process. CD Director Bryan Bear provided residents a PowerPoint <br />slide show highlighting the issues related to the rural planning process as part of the City's 2008 <br />Comprehensive Plan. Residents then walked next door to the Oneka Room for a small group exercise <br />that allowed residents the opportunity to discuss amongst themselves, in small groups, issues related to <br />rural Hugo. City Planner Kendra Lindahl provided Council with an update on the meeting. No formal <br />Council action was taken. <br />APPROVE REVISED OPEN SPACE ORDINANCE <br />At its September 4, 2007 meeting, Council discussed the City's current rural and open space <br />preservation ordinance and whether the ordinance should be modified, revised, or thrown out. Council <br />directed City staff to present the ordinance to the Planning Commission for potential revision, after <br />which it would forward it back to Council for final review and/or revisions. CD Director Bryan Bear <br />discussed with Council the work of the Planning Commission at its October 25, 2007 meeting, at which <br />it discussed the current ordinance and made a recommendation back to Council. Bryan provided a <br />PowerPoint presentation outlining the history of the rural and open space ordinance started some three <br />years ago. Council discussed the prostcons of the existing ordinance, as well as the pros/cons of the <br />"simplified" open space ordinance; there was no clear consensus. Council member Granger suggested <br />staff provide a "sample" <br />
