City Council meeting of November 5, 2007 <br />Page 5 <br />development plan for a piece of property, at least 40 acres in size, using the proposed simplified <br />ordinance. Council also discussed the following issues: preservation of open space; private driveways; <br />length of cul-de-sac; lot size; and costs associated with the existing ordinance. <br />Haas made motion, Granger seconded, to table this matter to allow staff time to address Council <br />concerns along with 2008 Comprehensive Plan discussions and bring reports findings to Council. <br />All aye. Motion Carried. <br />RESCHEDULE OCTOBER 30.2007 COUNCIL WORKSHOP ON ADOPTION OF 2006 <br />INTERNATIONAL BLDG CODE AND FIRE MARSHAL SAFETY REPORT <br />Due to lack of quorum, City staff cancelled the October 30, 2007 Council workshop scheduled for the <br />purpose of discussing the adoption of the 2006 International Building Code and Fire Marshall Safety <br />report. City staff has spoken with the Fire Chief, Deputy Fire Chief, and Fire Marshal, who have stated <br />that they can meet any evening in November, except for Mondays. <br />Miron made motion, Haas seconded, to schedule a special meeting for November 20, 2007, Hugo City <br />Hall at 7:00 pm, to discuss the adoption of the 2006 International Building Code and Fire Marshal Safety <br />report. <br />All aye. Motion Carried. <br />CITY ENGINEER JAY KENNEDY ARRIVED AT 8:30 PM. <br />Joe Modrow applied for an Interim Use Permit to operate a home occupation on his property located at <br />7180 177th Street North. The applicant is currently operating a sewer and drain cleaning business from <br />his property. The applicant has stated that there is no sewer or drain cleaning done on the property and <br />that the vehicles for the business are stored on the property. At its September 13, 2007 meeting, the <br />Planning Commission held a public hearing on this item where eight residents spoke with concerns <br />regarding the business. The Planning Commission unanimously denied the Interim Use Permit based on <br />the fact that the applicant had excessive storage of vehicles on the property. Joe Modrow and his wife <br />Cheryl Matsui addressed Council outlining the scope of their sewer and drain cleaning business. <br />Council member Puleo stated that this business/property was the "perfect' scenario for issuance of the <br />Interim Use Permit. <br />Miron made motion, Puleo seconded, to adopt RESOLUTION 2007-56 APPROVING AN INTERIM <br />USE PERMIT TO ALLOW FOR THE OPERATION OF A HOME OCCUPATION AS AN <br />ACCESSORY USE FOR PROPERTY AT 7180 177TH STREET NORTH. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />
