City Council meeting of December 3, 2007
Page 5
Granger made motion, Haas seconded, that the City accept the bid from Custom Fire for the construction
of a new pumper/tanker fire truck, and the amount of $467,945.
All aye. Motion Carried.
SCHEDULE WORKSHOP TO DISCUSS THE REVISED FLOOD PLAIN ORDINANCE
City staff met several months ago with officials from MnDNR regarding the City's current flood plain
ordinance. Over the past several months, City staff has been working on revisions to the ordinance,
which would reflect an ordinance more consistent with the standardization of the DNR's flood plain
ordinance. Associate Planner Rachel Simone presented the proposed revised ordinance to the Council at
its meeting of November 19, 2007. Staff was directed to schedule a workshop with Council to discuss
the draft version of the revised flood plain ordinance, after which it will be submitted to the MnDNR for
approval.
Haas made motion, Petryk seconded, to schedule a Council workshop for Tuesday, January 8, 2008,
Hugo City Hall at 8:00 am, to discuss the revised flood plain ordinance.
All aye. Motion Carried.
DISCUSSION ON REVISIONS TO HOME OCCUPATION ORDINANCE
Over the past couple months, Council has reviewed two applications for home occupation interim use
permits, both in the rural area of Hugo. Rural residential home occupations are allowed to ask for
flexibility on certain general standards for home occupations with an interim use permit. If they meet
all of the general standards, their business may continue without an interim use permit. Tom Ryden,
owner of Tom's Sewer Service, has applied for a home occupation interim use permit and is in the rural
area of Hugo. The only criterion requiring him to apply for the interim use permit is the number and size
of business vehicles stored on the property. He has a sewer pumper truck over 9,200 pounds and a
business van stored on site. The van would be allowed according to the ordinance, but the pumper truck
would not be allowed with out an interim use permit. Council discussed what types of vehicles weigh
9,200 lbs and 15,000 lbs and that ordinance has different standards for the rural and urban districts.
Miron made motion, Granger seconded, directing staff to bring this matter before the Planning
Commission in order to hold a public hearing to review the ordinance.
All aye. Motion Carried.
RECONSIDERATION OF THE RECREATIONAL VEHICLE ORDINANCE
Mayor Miron requested Council approval to reconsider the recreational vehicle ordinance that was
passed by Council at its last meeting. Roberts Rules of Order does allow for such action.
Miron made motion, Granger seconded, to reconsider the recreational vehicle ordinance (2007-414)
passed at the Council meeting of November 19, 2007.
All aye. Motion Carried.
