City Council meeting of February 21, 2006 <br />Page 6 <br />DISCUSSION ON RESOLUTION OF SUPPORT FOR DEDICATED MOTOR VEHICLE <br />SALES TAX <br />The Association of Metropolitan Municipalities has invited member cities to approve a resolution of <br />support for a constitutional amendment, which would allow the dedication of all motor vehicle sales tax <br />monies for public streets and roads in the State of Minnesota. Specifically, only 55% of the tax is <br />allocated towards MnDOT roads, which are in dire need of additional funding. This constitutional <br />amendment would allow the citizens of the State of Minnesota the opportunity to vote on this issue. <br />City staff included a draft resolution of support for consideration by Council. <br />Miron made motion, Granger seconded, to table this matter and direct staff to submit a letter to local <br />legislators soliciting their opinions regarding this matter. <br />All aye. Motion Carried. <br />PARKS COMMISSION VACANCY <br />Council member Haas suggested that the City advertise to fill the vacancy on the Parks Commission due <br />to the resignation of Kitty Cheesebrow. City Administrator Mike Ericson stated that as of this date, the <br />City had not received a formal signed resignation letter from Kitty, and this would be an agenda item for <br />the joint Council/Parks Commission scheduled for March 8, 2006. <br />DISCUSSION ON 129TH STREET ENGINEER'S FEASIBILITY STUDY (I ELLISON) <br />At its November 7, 2005 meeting, Council discussed a request submitted by resident Jim Kellison for an <br />engineer's feasibility study to provide municipal sewer and water for properties located on 129" Street. <br />After discussion regarding the petition submitted by Mr. Kellison, Council agreed to direct City <br />Engineer Jay Kennedy to prepare a feasibility study at a cost not to exceed $10,000, of which Mr. <br />Kellison would be responsible for $7,500. City Engineer Jay Kennedy provided a PowerPoint <br />presentation of the results of the feasibility study for public improvements on the properties located on <br />129'" Street, at an estimated cost of approximately $1.1 million dollars. At this cost, Mr. Kellison stated <br />that the project would be financially unfeasible for him and his neighbors, and the City would need to <br />find funding sources for its share of the project costs. <br />Granger made motion, Haas seconded, directing staff to continue working on the proposed project and <br />identify funding sources for phases and scope of services, and report to Council at its March 20, 2006 <br />meeting. Staff shall also send a letter to petitioners updating on the status of the project. <br />All aye.
