City Council meeting of February 21, 2006 <br />Page 5 <br />REQUEST FROM CITY OF FOREST LAKE FOR COMPREHENSIVE PLAN AMENDMENT <br />REVIEW <br />The City of Forest Lake is proposing an amendment to its comprehensive plan to allow development in the <br />southern part of the city. As per Minnesota Statute, the city must notify the City of Hugo about the <br />proposed amendment. In addition, and as per Minnesota Statute, the City of Hugo has an opportunity to <br />provide public comment on the amendment. <br />Miron made motion, Granger seconded, directing CD Director Bryan Bear and staff to conduct an <br />analysis of the comp plan amendment as to its affects on the City of Hugo and report to Council at the <br />next regularly scheduled meeting. <br />All aye. Motion Carried. <br />SCHEDULE JOINT PARKS COMMISSION/CITY COUNCIL MEETING <br />At its February 8, 2006 meeting, the Parks and Recreation Commission discussed the topic of holding a <br />joint meeting with the City Council to discuss 2006 Parks Commission goals, in addition to addressing <br />the Commission's role as an advisory body to the City Council. Parks Commissioners agreed to invite <br />the City Council to its next regularly scheduled meeting on Wednesday, March 8, 2006. <br />Miron made motion, Haas seconded, to schedule a joint City Council/Parks Commission for Wednesday, <br />March 8, 2006 at 7:00 pm to discuss 2006 Parks Commission goals, in addition to addressing the <br />Commission's role as an advisory body to the City Council. <br />All aye. Motion Carried. <br />REVIEW AND APPROVE NEWLY REVISED DEVELOPMENT AGREEMENT AND CITY <br />STANDARD SPECIFICATIONS <br />City staff has drafted a new standard development agreement for review by the City Council. The <br />agreement contains information in a new, easier to read format that has been updated to include the <br />standard requirements that the City routinely expects of new developments in the City. In addition, City <br />staff has updated the City's Specification booklet for Construction Standards. There are a number of <br />new requirements in the revised development agreement and specification book that are intended to <br />address a variety of development -related issues that have come up over the past several years. City <br />Engineer Jay Kennedy and CD Director Bryan Bear provided Council a PowerPoint presentation <br />outlining the changes. Council member Granger felt that developers needed to provide prospective <br />home buyers a disclosure statement in an effort to avoid problems once the purchase has been <br />completed. Council thanked staff for their diligence in completing the much-needed changes. <br />Granger made motion, Haas seconded, to approve the revised development agreement format and City <br />standard specifications, and direct staff to draft a disclosure statement for developers to submit to <br />potential home buyers. <br />All aye. Motion Carried. <br />
