Motion Carried. <br />APPROVE NEGATIVE DECLARATION ON ENVIRONMENTAL IMPACT STATEMENT <br />(EIS) FOR DEL WEBB NEIGHBORHOOD <br />For the past several months, City staff has met with officials and engineers from the Del Webb <br />Company, in their desire to build a Del Webb neighborhood community on property immediately west <br />of TH61 and north of the Oneka Ponds residential development. The City completed an Environmental <br />Assessment Worksheet for this project. Comments have been received from various agencies, and staff <br />has responded to them. CD Director Bryan Bear provided Council with a PowerPoint presentation <br />outlining the proposal, as well as comments from the various agencies regarding the EAW. Andrea <br />Moffatt, Chuck Rickert, and Phil Belfiori from WSB Engineers touched briefly on storm water, wildlife, <br />and transportation issues for the development. <br />Haas made motion, Granger seconded, to approve the Findings of Fact and Conclusions in the matter of <br />the decision on the need for an Environmental Impact Statement (EIS) for Del Webb Development in the <br />City of Hugo. <br />VOTING AYE: Granger and Haas <br />ABSTAINED: Puleo <br />Motion Carried. <br />Haas made motion, Granger seconded, to adopt RESOLUTION 2006-22 ISSUING A NEGATIVE <br />DECLARATION OF NEED (DEL WEBB DEVELOPMENT). <br />VOTING AYE: Granger and Haas <br />ABSTAINED: Puleo <br />Motion Carried. <br />APPROVE COST ESTIMATE AND AUTHORIZATION FOR PLAYGROUND EQUIPMENT <br />FOR DIAMOND POINT PARK <br />The City received 13 acres of parkland in lieu of dedication fees for the Diamond Point East residential <br />development neighborhood park. At its April 12, 2006 meeting, the Parks Commission approved the <br />plan for development of the park. The plan was changed based on the joint meeting of Council and <br />Parks Commission to allow for better use of the property. Included in the City's 2006 Parks CIP is a <br />budget amount of $380,000 for development of the park, with a new total estimated cost reduced to <br />$322,230. PW Director Chris Petree explained the plan in more detail and clarified the cost estimates <br />for the equipment and park improvements. <br />Granger made motion, Haas seconded, to approve the installation of park equipment for Diamond Point <br />
