MINUTES FOR THE CITY COUNCIL MEETING OF JUNE 26, 2006 <br />Mayor Fran Miron and Planning Commission Chairman Dave Schumann called the joint <br />Council/Planning Commission meeting to order at 7:30 pm. <br />PRESENT: Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson, CD Director Bryan Bear, and City Attorney Dave Snyder <br />ABSENT: Mike Granger <br />PLANNING COMMISSION: Dave Schumann, Victoria Hotlbeck, and Tom Weidt <br />ABSENT: Kelly Bailly, Bob Rosenquist, Ron McRoberts, and Bronwen Kleissler <br />CD Director Bryan Bear presented a brief PowerPoint slideshow to the Council and Commission <br />providing an overview on the six topics of discussion identified by Council members Chuck <br />Haas and Frank Puleo, after their meeting last month. He stated that his job was to keep the <br />Council and Commission on track, since the topics may have some overlap. <br />DISCUSSION OF MAXIMUM ALLOWABLE DENSITY <br />There is a base unit of eight houses allowed in the new ordinance, with a proposed additional <br />four allowed if certain subjective criteria are met. Council member Haas shared his draft matrix <br />itemizing how the density bonuses could be achieved if additional open space is required. There <br />was much discussion whether 12 was the right number for the maximum. <br />DISCUSSION OF DENSITY BONUSES <br />CD Director Bryan Bear shared with Council and Commission the current bonus criteria for the <br />additional four houses, which members agreed was subjective. After much discussion, Council <br />and Commission agreed they need to be clear cut and objective, not subjective. Members agreed <br />to recommend the reduction of nine criteria to two and staff will prepare a new and condensed <br />criteria list. <br />DISCUSSION OF WELL AND SEPTIC REQUIREMENTS <br />The Council and Commission discussed the merits of individual and community well and septic <br />systems and agreed that it would be beneficial and environmentally better to have a community <br />system. They agreed that a bonus should be considered, or a standard requirement for a <br />community system be incorporated into a revised ordinance. <br />DISCUSSION ON BUILDABLE ACRES <br />There was extensive discussion on whether there should be an increase in the percent of <br />buildable acres as identified in the ordinance. Council and Commission agreed there should be <br />no increase. <br />DISCUSSION OF CONSERVATION EASEMENTS <br />City Attorney Dave Snyder shared with Council and Commission the manner and method in <br />which to ensure the permanency of the open space in the residential development.
