Council/Planning Commission meeting of June 26, 2006
Page 2
methods are for the open space to be owned by the homeowners association or the City, with a
conservation easement. The property could be owned by a non-profit like the Minnesota Land
Trust, but money is an issue, particularly as to who and how the open space is managed. Council
and Commission members discussed various combinations, but the City Attorney said there was
no 100% guarantee the land could be preserved forever.
DISCUSSION OF CHANGES TO ORDINANCE
The official name of the ordinance is the Rural Preservation Program. The official name of the
Task Force was the Rural & Open Space Preservation Program. Council and Commission
members had mixed views on whether it should be revised form its current ordinance title.
DIRECTION TO STAFF
The City Council and Planning Commission directed staff to make the recommended revisions to
the ordinance and bring it back to the Planning Commission and schedule public hearings to
invite public participation. Council requested that any proposed revisions be reviewed by
Council before referring them to the Planning Commission.
ADJOURNMENT
Haas made motion, Petryk seconded, to adjourn at 10:38 pm.
All aye.
