City Council meeting of July 17, 2006 <br />Page 5 <br />reviewed by the Planning Commission. Since that meeting, the developer has submitted a letter <br />requesting approval of the plat at the July 17, 2006 Council meeting. Developer Brent Thompson stated <br />to Council the reasons why he felt the preliminary plat should be approved with 12 lots, as originally <br />requested. Developer Gregg Prest discussed his discussions with the Minnesota Land Trust and their <br />willingness to oversee the open space area in lieu of the homeowners association. The Council and <br />developers conducted a lengthy discussion on the proposed development. Because it was the consensus <br />of the Council to approve the request for 12 lots, Mayor Miron and Council member Haas requested the <br />developers give some thought to the inequity of the assessment for 132°d Street, as the property was <br />assessed for only three lots. Council agreed that staff should be allowed time to contact the Minnesota <br />Land Trust to determine their specific involvement in the development. <br />Miron made motion, Petryk seconded, to table the application to allow City staff to work with the <br />Minnesota Land Trust to confirm details for control of the development's open space. <br />All aye. Motion Carried. <br />DISCUSSION ON HANSEN GRAVEL PIT <br />Several months ago, City staff reported to Council and the Parks and Recreation Commission that a <br />meeting had been held with the Hansen Brothers, who own and control the Hansen gravel pit located on <br />Irish Avenue, which is being considered by the Parks & Recreation Commission as a future site for a <br />ball field complex. Presently, legal ownership of the property is in question that will need to be resolved <br />by the courts. There is also activity at the gravel pit site in violation of the agreement/permit of the City. <br />CD Director Bryan Bear provided a PowerPoint status report on the Hansen gravel pit, along with three <br />options for Council consideration. After consideration of the three options, the following motion was <br />made: <br />Haas made motion, Granger seconded, directing staff to enforce the agreements/permits for the Hansen <br />gravel pit and make appropriate demands on property owners to restore the gravel pit. <br />All aye. Motion Carried. <br />DISCUSSION ON BASIC LIFE SUPPORT AMBULANCE SERVICE <br />Included in its 2006 City Focus Goals, Council directed staff to begin the process of providing Basic <br />Life Support (BLS) ambulance service, using the Hugo Fire Department and professionally trained <br />paramedics. Fire Chief Jim Compton has had discussions with White Bear Lake Fire Chief Tim Vadnais <br />over the past several months, and he agreed to begin the process. City Administrator Mike Ericson and <br />Chief Compton will be meeting soon with Chief Vadnais and City Manger Mark Sather to formally <br />discuss the City's efforts. No formal Council action was taken. <br />VINCE NIEMCZYK LETTER REGARDING JD2 <br />Council member Frank Puleo requested discussion of a letter sent by resident Vince Niemczyk regarding <br />maintenance of JD2 and unspent monies allocated for its repair. City staff will provide Council with a <br />report updating concerns addressed in Mr. Niemczyk's letter at its next regular meeting of August 7, <br />
