City Council meeting of July 17, 2006 <br />Page 4 <br />APPROVE SCOPE OF SERVICES WITH LANDFORM FOR CSAH 8/14 LANDSCAPING <br />PROJECT <br />As construction on CSAH 8 continues, the City has been working to determine what landscaping will be <br />installed as a part of the project. Frank Puleo, Mike Granger, Jim Bever, as well as City staff, have <br />participated on a Landscape Committee to guide the discussion, with the intention to install landscaping <br />in the spring. The Committee recommended that Landform develop a final landscape plan, including bid <br />documents. Adoption of the Consent Agenda approved the Scope of Services contract with Landform to <br />develop the final landscape plan for CSAH 8/14, at a cost not to exceed $12,770. <br />APPROVE TEMPORARY ON -SALE 3.2 BEER LICENSE FOR WILSON TOOL PICNIC <br />(HUGO LIONS CLUB) <br />The Hugo Lions Club made application to the City of Hugo for a temporary 3.2 On -Sale Beer License in <br />order to conduct the sale of beer during the Wilson Tool company picnic on August 5, 2006. City staff <br />reviewed the application and found it to be satisfactorily complete, along with the necessary liquor <br />liability insurance. Adoption of the Consent Agenda approved the temporary 3.2 On -Sale Beer License <br />for the Hugo Lions Club to conduct sales during the Wilson Tool company picnic on August 5, 2006. <br />APPROVE AMENDMENT TO PERSONNEL POLICY FOR TUITION REIMBURSEMENT <br />Council member Puleo asked that this item be removed from the Consent Agenda for discussion. At its <br />July 5, 2006 meeting, Council discussed the proposed amendment of the City's Personnel Policy for <br />tuition reimbursement. Council tabled action on this item in order to allow City staff to make revisions <br />to the proposed amendment. Council member Puleo requested the policy state: authorize <br />reimbursement for up to 100%; and complete the class with a grade of "C". <br />Puled made motion, Granger seconded, to approve the amendment to the City's Personnel Policy for <br />tuition reimbursement and a passing grade of "C". <br />All aye. Motion Carried. <br />APPROVE PRELIMINARY PLAT & CUP FOR ENCHANTED WATERS (STONEY RIVER <br />DEVELOPMENT) <br />Stoney River Development requested approval of a rural preservation program preliminary plat and <br />conditional use permit for Enchanted Waters consisting of 12 single family homes on approximately 40 <br />acres of property to the north and south of 132nd Street and generally east of Goodview Avenue. The <br />Planning Commission reviewed this item at their April 27, 2006 meeting and voted 4-3 to recommend <br />approval of the development with 10 lots. At the May 1, 2006 Council meeting, staff recommended <br />approval of 11 lots. This item was tabled by the Council at the developer's request, and was <br />reconsidered by the Council at its July 5, 2006 meeting. CD Director Bryan Bear provided four options <br />for Council consideration, one of which was to accept the applicant's request for an additional 90 -day <br />review period extension. Council member Puleo suggested a fifth option, which was to approve the <br />preliminary plat as originally requested with 12 lots. Other Council members wanted more discussion <br />with the developer and also cited possible changes to the Rural Preservation ordinance, which is being <br />
