City Council meeting of April 18, 2005 <br />Page 2 <br />tax abatement bonds for the CSAH 8/14 project. Paul Steinman from Springsted, Inc., the City's <br />financial advisors, was present to share with Council the results of the bid opening, which was <br />conducted at 12 noon, with a total of nine bidders. City staff recommended Council accept the <br />recommendation from the financial advisor and award the sale of the bonds to the lowest bidder. <br />Haas made motion, Puleo seconded, to adopt RESOLUTION 2005-18 AWARDING THE SALE OF <br />$7,920,000 IN TAX ABATEMENT BONDS FOR THE CSAH 8/14 PROJECT TO THE LOW <br />BIDDER, CREW & ASSOCIATES, AT THE RATE OF 3.9042%. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Finance Director Ron Otkin was in attendance, as well, to answer any and all questions Council may <br />have regarding approval of the Joint Powers Agreement with the WBL School District for repayment of <br />500/o of the debt service over the 15 -year life issue of the tax abatement bonds. <br />Miron made motion, Haas seconded, for approval of the Joint Powers Agreement with the WBL School <br />District providing for the payment of 500/o of the bonds over the next 15 years. <br />All aye. Motion Carried. <br />LIONS/HBA VOLUNTEER WORK ON CITY GARAGE <br />In the fall of 2004, City staff met with HBA president Katie Riopel, Lions members, and Jim <br />Faulkner, to discuss the old City Hall and its reuse as a youth center. After discussion, it was <br />determined, and Council agreed, that the condition of the building did not merit any additional <br />expenditure of City funds or donations because it was in such poor condition. Council did agree that <br />reuse of the City garage, formerly used by the fire department, would be a good idea for the HBA in its <br />effort to provide activity nights during the summer months. Jim Faulkner, from Faulkner Construction, <br />has organized this volunteer effort, of which all labor to be volunteer, as well as materials donated, and <br />donations sought. City staff met again with Katie, Lions, and Jim on April 15'h, to discuss the plan for <br />the remodeling project, which would take place within the next two weeks. They seek the participation <br />from the City in this volunteer project with the waiving of the building permit fees, which have been <br />determined by Building Official John Benson to be $147.11. City Attorney Dave Snyder recommended <br />that the City pay itself for the permit fee. Katie addressed Council outlining the proposed project. <br />Granger made motion, Miron seconded, approve the proposed renovations to the City garage and the <br />City pay the building permit fee. <br />All aye. Motion Carried. <br />Hugo Lion Pete Pedersen discussed a proposed 320 sq ft addition to the west of the existing kitchen in <br />the Lions building. The addition's siding would match the existing building. A concrete apron is also <br />being proposed for Youth Center building. These plans will need to be reviewed by the building dept. <br />
