City Council meeting of November 21, 2005 <br />Page 3 <br />APPROVE AWARD OF QUOTE TO INSTALL GUARD RAILS AT 157TH STREET CULVERT <br />Council member Puleo requested that this matter be removed from the Consent Agenda for Council <br />discussion asking staff for an update on the 165h Street culvert replacement project, as well road repairs. <br />Senior Engineering Technician reported on work done to date at the site. Council members Puleo and <br />Granger agreed that because of the condition of the road, temporary signs should be installed for safety <br />reasons. <br />Puleo made motion, Haas seconded, directing staff to install temporary signs at 165'" Street for traffic <br />safety. <br />All aye. Motion Carried. <br />At its November 7, 2005 meeting, Council accepted Water Resource Engineer Pete Willenbring's <br />recommendation and awarded the JD2 culvert repair work on 157' Street and 165* Street to Hulegaard <br />Construction. Pete informed Council that PW Director Chris Petree will be bidding out the installation of <br />guard rails separately, in order to obtain good pricing. Chris solicited quotations from two firms who <br />install guard rails for MnDOT. <br />Haas made motion, Puleo seconded, to approve award of bid to H & R Construction Company to install <br />guard rails at 157°i Street at the low quote price of $9,590. <br />All aye. Motion Carried. <br />RECOMMENDATION FROM PARKS COMMISSION FOR FROG HOLLOW PARK FENCE <br />At its November 7, 2005 meeting, Council tabled action on a request to install a fence at Frog Hollow <br />Park and requested the Parks Commission review the request at its regularly scheduled November 9, 2005 <br />meeting. PW Director Chris Petree presented the issue to the Parks Commission for its review and <br />recommendation back to the City Council. The Parks Commission voted unanimously not to install a <br />permanent fence at this time, but give consideration to the installation of some temporary animal <br />netting/snow fence and allow the trees and shrubs to grow to provide the necessary buffer as the <br />landscaping plan was designed. Council members Puleo and Granger agreed that a fence was needed at <br />the park for safety reasons. Council member Haas requested that staff consider installation of a bump -out <br />zone. <br />Puleo made motion, Granger seconded, directing staff to install a temporary fence this winter, and look <br />into alternate fencing and cost for construction of a fence. Parks Commission is instructed to review <br />proposed fencing and make a recommendation to Council. The fence shall be installed by May 15, 2006 <br />at Frog Hollow Park. <br />Haas made motion, Puleo seconded, to amend the previous motion by directing staff to look into the <br />installation of a bump out at the site. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />VOTE ON ORIGINAL MOTION: All aye. Motion Carried. <br />
