A public hearing on this request was held on February 12, 2004 and the Planning Commission voted unanimously to recommend approval of the Conditional use permit request and denial of the variance request from the paving requirements. Mr. Wegleitner appeared before Council to answer questions regarding the proposed recycling operation and paving of the property. City staffrecommended Council approve the resolution approving the conditional use permit to permit a recycling center and exterior storage on an area exceeding the size of the principal building and a resolution denying the variance. Miron made motion, Puleo seconded, to adopt RESOLUTION 2004-10 APPROVING A CUP FOR GENE'S DISPOSAL SERVICE, INC., FOR PROPERTY LOCATED AT 5661 152ND STREET. VOTING AYE: Haas, Petryk, Puleo, Miron Motion Carried. Haas made motion, Miron seconded, to adopt RESOLUTION 1004-11 DENYING A VARIANCE REQUEST FROM GENE'S DISPOSAL SERVICE, INC., FROM CITY PAVING REQUIREMENTS. VOTING AYE: Haas, Petryk, Puleo, Miron Motion Carried. PETITION FROM RESIDENTS ON FRANCESCA AVENUE ACROSS FROM HUGO ELEMENTARY SCHOOL Residents living across the street from the Hugo Elementary School have submitted a petition to change the no parking from the east side of the street to the west side. Additionally, the homeowners would like said stop signs installed on school district property at the two entrances. Staff reviewed this with district officials, who support the request. Miron made motion, Haas seconded, directing the public works department to change the no parking signs by the Hugo Elementary School from east side of the street to the west side, as weather permits. Stop signs shall also be installed at school exit driveways. All aye. Motion Carried. STORM WATER UTILITY FEE DISCUSSION Water Resource Engineer Pete Willenbring and City Engineer Jay Kennedy from WSB Engineers outlined a process for developing and implementing a storm water utility fee. This particular issue was identified as one of the Council's top -ten 2004 City goals. Council suggested that rather than creating a storm water utility fee to fund projects that they be outlined for inclusion in the City's annual budget process. Miron made motion, Petryk seconded, directing staff to continue working on the storm water utility fee to be included in the City's budget process. All aye. Motion Carried.
