City Council meeting of March 1, 2004 <br />Page 8 <br />located at 5661 152"d Street North (Peloquin Industrial Park). A public hearing on this request was held on <br />February 12, 2004 and the Planning Commission voted unanimously to recommend approval of the <br />Conditional use permit request and denial of the variance request from the paving requirements. Mr. <br />Wegleitner appeared before Council to answer questions regarding the proposed recycling operation and <br />paving of the property. City staffrecommended Council approve the resolution approving the conditional <br />use permit to permit a recycling center and exterior storage on an area exceeding the size of the principal <br />building and a resolution denying the variance. <br />Miron made motion, Puleo seconded, to adopt RESOLUTION 2004-10 APPROVING A CUP FOR <br />GENE'S DISPOSAL SERVICE, INC., FOR PROPERTY LOCATED AT 5661 152ND STREET. <br />VOTING AYE: Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Haas made motion, Miron seconded, to adopt RESOLUTION 1004-11 DENYING A VARIANCE <br />REQUEST FROM GENE'S DISPOSAL SERVICE, INC., FROM CITY PAVING REQUIREMENTS. <br />VOTING AYE: Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />PETITION FROM RESIDENTS ON FRANCESCA AVENUE ACROSS FROM HUGO <br />ELEMENTARY SCHOOL <br />Residents living across the street from the Hugo Elementary School have submitted a petition to <br />change the no parking from the east side of the street to the west side. Additionally, the homeowners <br />would like said stop signs installed on school district property at the two entrances. Staff reviewed this <br />with district officials, who support the request. <br />Miron made motion, Haas seconded, directing the public works department to change the no parking <br />signs by the Hugo Elementary School from east side of the street to the west side, as weather permits. <br />Stop signs shall also be installed at school exit driveways. <br />All aye. Motion Carried. <br />STORM WATER UTILITY FEE DISCUSSION <br />Water Resource Engineer Pete Willenbring and City Engineer Jay Kennedy from WSB Engineers <br />outlined a process for developing and implementing a storm water utility fee. This particular issue was <br />identified as one of the Council's top -ten 2004 City goals. Council suggested that rather than creating <br />a storm water utility fee to fund projects that they be outlined for inclusion in the City's annual budget <br />process. <br />Miron made motion, Petryk seconded, directing staff to continue working on the storm water utility fee <br />to be included in the City's budget process. <br />All aye. Motion Carried. <br />
