MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 7, 2004 <br />Mayor Fran Miron called the meeting to order at 7:00 pm. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Michael Ericson; CD Director Bryan Bear; City Planner Kendra Lindahl; City <br />Attorney Dave Snyder; Water Resource Engineers Pete Willenbring and Phil Belfiori; Finance Director <br />Ron Otkin; PW Director Chris Petree; and City Clerk Mary Ann Creager <br />APPROVE CITY COUNCIL MINUTES FOR MEETING OF AUGUST 16, 2004 <br />Haas made motion, Petryk seconded, to approve the minutes for the August 16, 2004 meeting as <br />presented. <br />All aye. Motion Carried. <br />APPROVAL OF AGENDA <br />Add to G.8 the names of Paul Christianson and Tim Kieffer as the New Public Works Employees <br />Add L.2 — discussion of traffic problems at Hugo Elementary School <br />Miron made motion, Haas seconded, to approve the agenda for September 7, 2004 as amended. <br />All aye. Motion Carried. <br />MCES OFFICIALS <br />CD Director Bryan Bear invited officials from the Metropolitan Council Environmental Services to <br />update Council regarding the proposed location and construction of storage tanks south of the MCES lift <br />station along CSAH 8. Adam Gordon, project manager for the Northeast Sewer Interceptor Service <br />Project, reviewed with Council potential sites for the tanks, with Site A on the LaValle farm being the <br />favorite over Site C in the Bald Eagle Industrial Park. Landscape architect, Rich Gray, outlined ways to <br />landscape the tanks from public view. <br />Puleo made motion, Petryk seconded, that the City supports the selection of Site A on the LaValle farm <br />for location of the storage tanks. <br />After further discussion, Puleo and Petryk withdrew their motion. <br />Council concurred that Met Council should lease the LaValle property rather than purchase to assure that <br />the tanks are definitely removed and the land revert to the LaValle family in the future. The public <br />hearing process will be followed by MCES when they made application for a Conditional Use Permit <br />prior to placement of the tanks anywhere in the City. <br />CONSENT AGENDA <br />Granger made motion, Petryk seconded, to approve the following Consent Agenda: <br />Approval of Claims <br />
