City Council meeting of February 18, 2003 <br />Page 3 <br />required the City of Hugo to enter into an agreement with MnDOT and Washington County to provide <br />for the maintenance and electrical energy for the traffic control signal. City staff recommended Council <br />adopt the resolution thereby accepting the agreement with MnDOT for the traffic control signal <br />agreement. <br />Haas made motion, Granger seconded, to. adopt RESOLUTION 2003-11 A RESOLUTION <br />ACCEPTING THE AGREEMENT WITH MNDOT FOR THE TRAFFIC CONTROL SIGNAL AT <br />TH61 AND .140 STREET. <br />VOTING AYE: Granger, Haas, Puleo, Miron <br />Motion Carried. <br />APPROVAL OF LOT :HOLD AGREEMENTS FOR BEIIP ADDITION <br />CD Director John Rask received lot hold agreements for five parcels in the BEIP 5tl' Addition. The lot <br />hold agreements are from Tom Jackson, Olson Tool, Grant Barrette, and Rink -Tec. Tom Jackson would <br />like to purchase two lots. The first lot is adjacent to the railroad tracks and would be developed with <br />upscale mini -storage units. The second lot is adjacent to Fenway and would be developed with multiple <br />officetwarehouse buildings. Mr. Jackson has potential tenants lined up for these buildings. The other <br />prospective buyers would each purchase one -acre lots. <br />Miron made motion, Haas seconded, to approve the lot hold agreements as presented and move forward <br />with the drafting of purchase agreements for consideration by the City Council. <br />All aye. Motion Carried. <br />APPROVAL OF 2003 CITY FEE SCHEDULE/2004 LIQUOR LICENSE FEES <br />At its February 3, 2003 meeting, the Council held a public hearing at which public comment was <br />received regarding proposed increases to the 2004 liquor licenses. After closing the public hearing, <br />Council discussed the proposed increases to the 2004 liquor license schedule and recommended that the <br />on -sale liquor license be increased from $1,600 to $2,300 and that the club license be increased from <br />S 125 to $200. Council agreed to all other recommended increases, with staff being directed to draft an <br />ordinance thereby specifying the increases for the 2004 City fee schedule. Additionally, City staff has <br />proposed increases to the City license, permit, and fee schedule for 2003. The proposed increases reflect <br />a cost of living adjustment of 3%. Not all fees were increased, and some were increased more than the <br />.3%. <br />Miron made motion, Haas seconded, to adopt ORDINANCE 2003-369 AUTHORIZING <br />ESTABLISHMENT OF FEES, RATES AND CHARGES. <br />VOTING AYE: Granger, Haas, Puleo, Miron <br />Motion Carried. <br />
