The City Council <br />adopted a policy for the reappointment of Park Commission members identical to the original policy <br />adopted for the Planning' Commission. The Parks Commission discussed the potential vacancy and <br />recommended by a unanimous vote (all seven members voting aye) that the Council continue to use the <br />existing policy, which requires existing members to reapply and for the City to advertise for a vacancy. <br />Miron made motion, Haas seconded, directing staff to notice the Parks Commission opening and <br />schedule a performance evaluation for Bunny Peterson. <br />All aye. Motion Carried. <br />SENIOR ENGINEERING TECHNICIAN POSITION <br />Included in its 2003 City budget, Council included funding for an engineering position. At its January <br />21, 2003 meeting, Council directed staff to draft a job description for the engineering technician <br />position. City staff drafted a job description for a senior engineering position, which included many of <br />the roles, responsibilities, and duties suggested by Council. <br />Granger made motion, Haas seconded, directing staff to forward the senior engineering technician job <br />description to Paul Ness at Helping Minnesota Cities, Inc., for a comparable worth analysis and salary <br />range determination. <br />All aye. Motion Carried. <br />MPCA REQUEST FOR PUBLIC COMMENT ON DRAFT GENERAL STORMWATER <br />PERMIT <br />The Minnesota Pollution Control Agency officially notified the City that it has requested public <br />comment on the draft general stormwater permit. Council was provided background information <br />regarding this draft permit for their review. City staff reviewed the proposed draft and recommended <br />Council accept the suggestions from staff and forward those on to be included in public comment. <br />Haas made motion, Miron seconded, to forward the draft general storm water permit to the MPCA along <br />with staff suggestions. <br />All aye. Motion Carried. <br />REFUSE HAULER TRUCK TRAFFIC ON LOCAL ROADS <br />City staff received a letter from a resident with concern over the large number of refuse hauler trucks <br />collecting refuse and recyclables in his neighborhood. Since this issue deals with a concern that Council <br />is well aware of in its pavement management program, staff thought it necessary to discuss this letter <br />publicly in order to clarify the issue for a full complete understanding by the citizens. Council again <br />discussed the number of licensed haulers (7) and the need to allow residents the ability to make a change <br />should they be dissatisfied with their service. Author of the letter will be sent a letter informing him of <br />the Council's decision. <br />
