The Planning Commission <br />reviewed this item at a public hearing on June 12, 2003, and voted unanimously to recommend approval of <br />the request. The City Council tabled this at its July 21, 2003 meeting and requested additional information <br />from staff. Council discussed the project depth and asked that the following conditions be included in the <br />approval: all units to have 2 -car garages; no vehicles be parked outside for an extended period of time <br />unless approved by the homeowners association; units on the east side of road to be oriented like units to the <br />west; and access to the development from Oneka Lake Boulevard be closed should access be obtained from <br />the north. <br />Petryk made motion, Granger seconded, to adopt RESOLUTION 2003-46 APPROVING THE <br />PRELIMINARY PLAT FOR THE GENERATION ACRES SUBDIVISION, with inclusion of suggested <br />Council changes. <br />Voting Aye: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Miron made motion, Petryk seconded, to adopt RESOLUTION 2003-47 APPROVING THE SITE PLAN <br />FOR THE GENERATION ACRES SUBDIVISION. <br />Voting Aye: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />REVISED JOINT POWERS AGREEMENT W/LINO LAKES FOR MUNICIPAL WATER <br />Pratt-Arnt-Oakwood, LLC and Contractor Property Developers requested an amendment to the Joint <br />Powers Agreement with Lino Lakes to provide municipal water service to the commercial phase of <br />Victor Gardens. To provide adequate flows and pressure, a second interconnect would be made along <br />CSAH 8. Aside from the short term benefits, the interconnect would provide the opportunity for the <br />City to share water in the event of an emergency. The cost of the interconnect shall be paid by the <br />developer. <br />Miron made motion, Puleo seconded, to approve the amendment to the Joint Powers Agreement to <br />provide water to the commercial development and a second interconnect. <br />All aye. Motion Carried. <br />REQUEST FOR PARK TRAIL ALONG ONEKA LAKE BOULEVARD <br />On May 14, 2003, the Parks Commission considered a request from a resident requesting that a trail be <br />constructed along Oneka Lake Boulevard from Geneva Avenue. to Goodview Avenue. A trail currently <br />exists along Oneka Lake Boulevard from Goodview Avenue to Greene Avenue. Upon review of the <br />matter, the Commission found that it would be appropriate to make this trail connection given the <br />number of residents and children that walk along this section of the road to get to Hugo Elementary and <br />the park located on the school property. Staff provided an overview of the proposed trail at the Council <br />meeting, as well as an estimated cost of $55,000, which will be reduced by one third as a result of the <br />approval of the Generation Acres subdivision.
