City Council meeting of August 4, 2003 <br />Page 5 <br />problem, and it was suggested that the City obtain easements at this time for construction of the trail. <br />Miron made motion, Granger seconded, to schedule a neighborhood meeting to solicit public input from <br />residents living along this section of Oneka Lake Boulevard and report findings to the City Council. <br />All aye. Motion Carried. <br />BREAKFAST MEETING WITH HUGO BUSINESS ASSOCIATION AND COUNCIL <br />After the Hugo City Council's successful workshop with the BEIP business owners on June 13, 2003, <br />Mayor Fran Miron suggested that a follow up breakfast meeting between the City Council and members <br />of the Hugo Business Association, and an invitation to other business owners in the community, would <br />be an opportunity to strengthen the relationship between the City and business owners. City staff has <br />participated in many breakfast meetings and found them to be very successful in improving the <br />communication between the City and businesses, but also between businesses themselves. <br />Miron made motion, Granger seconded, directing staff to schedule a City Council and Hugo business <br />breakfast meeting for October 3 or 10, 2003. <br />All aye. Motion Carried. <br />PROPOSED FIREWORKS ORDINANCE <br />When the 2002 state legislature approved legislation allowing for fireworks to be sold in Minnesota, <br />many communities throughout the state adopted ordinances to control the sale and distribution of <br />fireworks. Fire Chief Jim Compton has worked with CD Director John Rask to provide a draft of a <br />fireworks ordinance for Council consideration. City staff recommended Council consider adoption of a <br />new fireworks ordinance thereby providing for the regulation and control of fireworks in the City. <br />Council reviewed the draft ordinance and determined that it needed to be updated to be in compliance <br />with state statute. <br />Miron made motion, Petryk seconded, to table this matter to allow staff to revise the draft ordinance for <br />Council review. <br />All aye. Motion Carried. <br />SIDE YARD SETBACK AMENDMENT <br />On June 26, 2003, the Planning Commission held a public hearing to consider amending the side yard <br />setback requirement in the Rural Residential, Agricultural, and Future Urban Reserve zoning districts. <br />The amendment would decrease the side yard setback in these districts from 40 feet to 20 feet. Prior to <br />1999, the setback was 20 feet. Upon discussing the ordinance, the Commission voted by a 4 to 1 vote to <br />keep the 40 -foot setback requirement. Staff had requested that the Planning Commission and Council <br />consider revising the setback standard based on the numerous variance requests over the past three years. <br />The Council has approved over twenty side yard setback variances in the last three years and has denied <br />none.
