The CUP does allow for <br />lighting, and specifies that the operation be shut down at 8:00 pm, which the membership agrees to. <br />With the short ability of daylight during the fall, the BESA requests permission to install lighting to <br />allow for the additional hours for the fall skeet shooting league. Adoption of the Consent Agenda <br />approved the request from the BESA to install lighting at their facility to allow for its fall skeet <br />shooting league. <br />ACCEPT DONATION FROM NOR -LAKES FOR HUGO FIRE DEPARTMENT <br />The Hugo Fire Department received a donation of $1,500 from Nor -Lakes. This donation will be used <br />by the FD to purchase foam to be used in the event of a chemical fire at Nor -Lakes. Without the foam, <br />the HFD was not equipped to handle an emergency situation. Adoption of the Consent Agenda <br />accepted the $1,500 donation from Nor -Lakes to purchase foam necessary to handle a chemical fire at <br />its business. <br />APPROVE MILITARY LEAVE OF ABSENCE FROM HFD BILL BUYSTEDT) <br />Hugo firefighter Bill Buystedt, a member of the Minnesota Army National Guard, has been deployed <br />to Kosovo to serve his country. The City is required by law to grant him a military leave of absence, <br />during which time he will not lose any years of service. Bill's military leave will be counted for years <br />of service, and upon his return, will immediately return as an active member Hugo Fire Department. <br />Adoption of the Consent Agenda approved the military leave of absence for Hugo firefighter Bill <br />Buystedt. <br />WELLHEAD PROTECTION PLAN (PUBLIC HEARING) <br />In accordance with Minnesota state statute, Public Works Director Chris Petree has been working <br />Craig Kurtz of SEH Engineers in preparation of a Wellhead Protection Plan that would allow for the <br />protection of land areas in and around wells in the City. As required by state statute, a public hearing <br />must be held in order to take public comment on the proposed plan. Public Works Director Chris <br />Petree was present to present to answer Council questions. Mayor Miron called the public hearing to <br />order and there were no oral or written comments regarding this matter. <br />Granger made motion, Puleo seconded, to accept the City's new wellhead protection plan as presented <br />and directed staff to forward it to the Minnesota Department of Health for approval. <br />All aye. Motion Carried. <br />DISCUSSION ON RAILROAD CROSSING APPLICATION TO MNDOT <br />At its September 2, 2003 meeting, Council discussed the work to date on the railroad abandonment <br />process for the BN/SF line, between 145th Street and 14& Street. City Administrator Mike Ericson <br />explained that a meeting with John Gohmann was to be held on Thursday, September 4, 2003, and <br />Mayor Fran Miron would be in attendance. At its September 15, 2003 meeting, Council directed staff <br />to draft a letter to Mr. Gohmann outlining the abandonment process and requesting his participation <br />with the City. Mr. Gohmann subsequently responded, both verbally and in letter, to the City's letter <br />
