City Council meeting of October 6, 2003 <br />Page 6 <br />stating vehemently that he is opposed to abandonment. After discussions with railroad attorneys, Larry <br />Starns and John Heffner, City Attorney Dave Snyder and City Administrator Mike Ericson <br />recommended that Council proceed with obtaining a crossing from MnDOT that will allow the <br />construction of the new CR 8 to take place. A recommendation from the City Council is requested by <br />the Washington County Board, and they will consider a recommendation from Council at its October <br />14, 2003 regular meeting. Washington County Engineer Don Theisen appeared before the Council <br />stating that it was going to be his recommendation that the County Board support abandonment of the <br />rail line rather than consideration of a crossing. City Attorney Dave Snyder stated that to abandon the <br />rail line could take as long as four years. Staff has included in the agenda materials a packet of <br />information that has been mailed to MnDOT requesting a hearing to proceed with the railroad crossing <br />across the BN/SF track. It was Council member Haas' desire to hold a Council workshop before <br />making a recommendation for a crossing. <br />Haas made motion to schedule a Council workshop and invite Washington County Commissioner <br />Dennis Hegberg and WC transportation officials to review information prior to the Washington <br />County Board meeting of October 14, 2003. <br />Motion failed for lack of a second. <br />Miran made motion, Granger seconded, directing staff to forward the City' recommendation for a <br />railroad crossing to Washington County for the proposed 1420d realignment project. <br />All aye. Motion Carried <br />CAPITOL CITY REGION 1 AGREEMENT TO AWARD HAZMAT/DECON TRAELER TO <br />HUGO <br />Fire Chief Jim Compton stated that the Capitol City Region 1 fire service district has awarded the <br />hazmat/decon trailer to the City of Hugo and the HFD, with delivery expected in December 2003. The <br />trailer will be stored at the Hugo Fire Hall, and will be utilized in emergency situations in Region 1, <br />which includes Washington, Ramsey, Anoka, and Dakota counties. Council agreed to accept the <br />trailer under the condition that the V4 ton pickup truck, which is necessary to pull the trailer, be a used <br />truck in the event it being award to Hugo. City staff requested Council direction as to the award of the <br />trailer and to the determination of a suitable used 3i ton pickup truck. <br />Miran made motion, Haas seconded, to accept the hazmat/decon trailer awarded to the City by Capital <br />City Region 1 and notify surrounding communities of the acquisition. <br />All aye. Motion Carried. <br />Miron made motion, Granger seconded, directing staff to work on an acceptable recommendation for a <br />used truck for the trailer. <br />All aye. Motion Carried. <br />
