City Council meeting of October 6, 2003 <br />Page 7 <br />SCHEDULE DOWNTOWN CHARRETTE MEETING W/LANDFORM (OCTOBER 9.2003) <br />At its September 2, 2003 meeting, Council accepted a proposal from Landform to complete a charrette <br />process to finalize the architectural and street standards for the area defined as the Hugo downtown <br />area. In scheduling the multitude of meetings, staff recognizes a need for a joint meeting with the <br />Planning Commission to "kick off' the work by Landform. Staff requests Council schedule a joint <br />meeting with the Planning Commission on Thursday, October 9, 2003 at 7:30 pm in order to provide <br />the kick off for the work to be performed by Landform. CD Director recommended that the meeting <br />scheduled for October 9* be canceled until after the Washington County Board's decision on October <br />14, 2003 for the proposed 142od Street railroad crossing. <br />Miran made motion, Granger seconded, directing staff to schedule a joint meeting with the Planning <br />Commission on Monday, October 27, 2003, at 7:00 pm, for provide a kickoff for Landform to <br />complete a charrette process to finalize the architectural and street standards for the area defined as the <br />Hugo downtown area. <br />All aye. Motion Carried. <br />DISCUSSION ON PAY REQUEST FROM RCWD FOR JD2 CULVERT REPLACEMENT <br />PROJECT <br />At its September 15, 2003 meeting, Council pulled from the Consent Agenda and tabled action, on this <br />item and requested further information from the RCWD and its engineers Emmons and Olivier <br />Resources. On October 2, 2003, Mayor Fran Miron met with City staff and representatives from the <br />RCWD and EOR regarding this issue. The issues of repair work to date and the contract with Jay <br />Brothers were discussed. Council expressed concern with the condition of 165th Street and the <br />potential for damage to the City's grader if left as is. <br />Puleo made motion, Haas seconded, directing staff to send a letter to the RCWD stating the City <br />considers the condition of 1651° Street, at the culvert replacement, a safety problem. <br />All aye. Motion Carried. <br />DISCUSSION ON RECONSTRUCTION OF GOODVIEW AVENUE <br />CD Director John Rask has met with the various permitting agencies regarding the reconstruction of <br />Goodview Avenue. Several agencies have requested that the City explore the alternative <br />transportation solution of closing Goodview Avenue on the north end and rerouting an interior City <br />street through the subdivision. CD Director John Rask provided a report outlining the various issues <br />associated with the vacation of Goodview Avenue. <br />Miron made motion, Haas seconded, directing staff to provide additional data on potential traffic <br />demands on other roads should Goodview Avenue be vacated. <br />All aye. Motion Carried. <br />
