City Council meeting of January 7, 2002 <br />Page 9 <br />Project feasibility study, and direct staff to schedule a public hearing. <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />ABSTAINED: Frank Puleo <br />Motion Carried. <br />DISCUSSION OF LGU ROLES <br />The Council directed Water Resource Engineer Pete Willenbring to prepare an overview of the steps <br />necessary for the City to assume the Local Government Unit (LGU) as it applies to surface water <br />management. CD Director John Rask and Water Resource Engineer Pete Willenbring prepared a staff <br />report that provides a broad overview of what is required for the City to take over the LGU role. John <br />Rask discussed with Council the steps and processes for the City to implement the LGU role, which is <br />currently provided by the RCWD. <br />Haas made motion, Miron seconded, directing staff to continue the necessary work to establish the City <br />as the LGU, including: 1) completing the Comprehensive Stormwater Management Plan; 2) preparing <br />the necessary ordinances for review by the appropriate regulatory agencies and approval by the Council; <br />3) developing the administrative process and procedures for permitting; 4) working on the necessary <br />agreements with the various regulatory agencies for review and approval by the Council; and 5) <br />researching and developing a fee schedule for the permitting process. <br />All aye. Motion Carried. <br />PROPOSED NEW OFFICE/LIGHT INDUSTRIAL ZONING DISTRICT <br />At its December 19, 2001 meeting, the PC held a public hearing to consider the adoption of a new <br />office/light industrial zoning district. The draft ordinance was established and recommended by the <br />PC's committee consisting of Pat Rooney and Bob Rosenquist; local developer Len Pratt; commercial <br />real estate specialist Tom Junnila; Councilman Mike Granger, and CD Director John Rask. The <br />committee met on three different occasions to discuss the draft ordinance, and it examined the area west <br />of Bald Eagle Industrial Park as a possible location for the expansion of the business/industrial park. <br />City staff recommended approval of the officellight industrial district. <br />Miron made motion, Petryk seconded, to approve the "Office/Light Industrial District", and direct staff <br />to incorporate the district into the draft zoning ordinance. <br />All aye. Motion Carried. <br />REZONING OF MOLTTOR/TSCHIDA PROPERTIES <br />At its December 17, 2001 meeting, the Council denied a rezoning of the Molitor/Tschida property to <br />general industrial, and directed the PC to consider a rezoning of the Molitor/Tschida property to a new <br />office/light industrial zoning district. At its December 19, 2001 meeting, the PC held a public hearing <br />to review the proposed rezoning and recommended that the Council deny the rezoning of the Tschida <br />property from multi -family to office/light industrial and approved the rezoning of the Molitor property <br />from multi -family to officellight industrial.
