City Council meeting of June 3, 2002 <br />Page 6 <br />HOME BUSINESS & BUFFER YARD STANDARDS (PLANNING COMMISSION <br />RECOMMENDATION) <br />The Planning Commission has been working on draft ordinances for buffer yards and home-based <br />businesses. To date, the Commission has focused on the broad concepts of the draft ordinances and would <br />like to update the Council on its work prior to holding a formal public hearing. The Council was provided a <br />working copy of the ordinances for their consideration. City Attorney Dave Snyder reviewed the ordinances <br />and continued to express concerns about the draft buffer yard ordinance. Specifically, the City Attorney is <br />concerned that the ordinance could result in the regulatory taking of property. CD Director John Rask <br />provided the Council with an update on the draft ordinances. <br />Puleo made motion, Petryk seconded, to table discussion of the home-based business ordinance. <br />All aye. Motion Carried. <br />Haas made motion, Petryk seconded, directing staff to provide Council with examples of how the bugger <br />yard ordinance would be applied in the City. <br />All aye. Motion Carried. <br />JUNE 22.2002 FARMER'S SHARE LUNCH (FRAN MIRON) <br />Mayor Miron arrived at the Council meeting at 9:20 pm. Mayor Fran Miron and his family will host a <br />farmer's share lunch at his farm on Homestead Avenue on June 22, 2002. The Washington and Chisago <br />County American Dairy Association will sponsor this event. City Attorney Dave Snyder stated that the <br />City would not be required to publish notice of a meeting should the Council decide to attend this social <br />event. <br />Puleo made motion, Haas seconded, to post notice of this event should the Council decide to attend. <br />All aye. Motion Carried. <br />STOCKNESS CONSTRUCTION (19,200 SO FT BLDG IN BALD EAGLE IND PARK) <br />Tom Jackson and Stockness Construction have requested site plan approval to construct a 19,200 square <br />foot building, and a conditional use permit for a campus development on Lot 4, Block 1, Bald Eagle <br />Industrial Park 4' Addition. The CUP for the campus development would allow the applicant to develop <br />more than one building on the subject property at some future date, provided a site plan is approved by <br />the City. Access to the additional buildings would be provided from a future street on the adjacent City <br />property. The Planning Commission reviewed the request on May 23 rd and recommended approval. <br />Because of the uncertainty as to how the property would be developed: <br />Haas made motion, Puleo seconded, to table this matter to allow staff to meet with the developer to <br />resolve development issues. <br />All aye.
