City Council meeting of June 3, 2002 <br />Page 5 <br />CITY HALL LANDSCAPING UPDATE <br />Council member Frank Puleo provided the Council with an update on the City Hall landscaping. No <br />formal Council action was required. <br />PLANNING COMMISSION GUIDELINES <br />At its May 9, 2002 meeting, the Hugo Planning Commission listened to Chair Dave Schumann, and CD <br />Director John Rask as they presented proposed 12 -step public meeting guidelines for the PC to use in <br />accordance with its regular meeting. The guidelines are the result of staff research and ideas from other <br />municipalities who, too, have faced regular and controversial issues at their city's planning commission <br />meetings. Because of time constraints, the Council tabled this issue at its meeting of May 20, 2002. <br />Haas made motion, Granger seconded, to officially adopt the public meeting guidelines and incorporate <br />their usage in all City commissions and Council meetings. They will be posted on the City's website. <br />All aye. Motion Carried. <br />REQUEST TO USE ONEKA ROOM (HOSANNA LUTHERAN CHURCH) <br />Pastor Michael Sparby from Hosanna Lutheran Church requested use of the City's Oneka Room to hold <br />Sunday morning worship services. Pastor Sparby was present with Council to discuss its community <br />room usage policy and the church's strong interest in holding Sunday morning church services on a <br />temporary basis. Secondly, Pastor Sparby requested use of the Onekama Room in the fall to use for a <br />community family on Mondays. Hosanna Lutheran Church is currently leasing space from the City in <br />the Rice Lake Park building. Their request for use of the Onekama Room is consistent with their desire <br />to have a more central location for their parishioners. City staff recommended Council approve the use <br />of the Oneka Room by Hosanna Lutheran Church for a specific time period, and include and agree to a <br />rental rate in lieu of the no charge rate, which they qualify for as a nonprofit. After discussion of the <br />request, it was the consensus of the Council that the City not grant exclusive use of the Oneka Room for <br />a particular group on a regular basis. <br />SKETCH PLAN FOR FORMER HARRY MILLER PROPERTY (EDINA DEVELOPMENT <br />CORPORATION <br />Edina Development Corporation requested an opportunity to appear before the City Council to solicit <br />informal comments on a sketch plan for a proposed housing development. The development would be <br />located on the former Harry Miller property, which is located north of CSAH 8 and east of Everton Avenue. <br />The concept plan includes approximately 600 attached single-family homes, consisting of townhomes and <br />twinhomes. Pulte Homes would be the builder for the project. CD Director John Rask provided an <br />overview of the Planning Commission comments on the sketch plan. The Council informed the developer of <br />the following: they would like a more "mixed" type of development; roads would be public rather than <br />private; they would like to see an exterior design of the proposed buildings; and suggested the developer <br />work with the Parks Commission in their design. <br />
