City Council meeting of August 5, 2002 <br />Page 7 <br />APPROVE LAWFUL CHARITABLE GAMBLING LICENSE FOR THE DEAD BROKE <br />SADDLE CLUB <br />The Dead Broke Saddle Club made application to the City for approval of its annual charitable gambling <br />license at the Blacksmith Lounge. The license is for the sale of pulltabs that are used to contribute back <br />to charitable organizations. Council member Haas inquired how their charitable fiords were allocated. <br />The club will be contacted requesting an explanation of their charitable donations. <br />Haas made motion, Granger seconded, to approve the annual charitable gambling license for the Dead <br />Broke Saddle Club to sell pulltabs at the Blacksmith Lounge and waiver of the 30 -day waiting period. <br />All aye. Motion Carried. <br />CITY POLICY ON SPECIAL ASSESSMENTS FOR STREET RECONSTRUCTION <br />At its July 15, 2002 meeting, the Council held a public hearing to consider a City policy on special <br />assessments for street reconstruction, and continued the public hearing to its August 5, 2002 meeting at <br />the recommendation of City staff to solicit any and all public comment. Mayor Miron opened the public <br />hearing to solicit any and all comments from the public regarding the proposed new City policy. There <br />were no public comments. As this is a policy, staff suggested that it be looked at each year to make any <br />necessary changes. <br />Miron made motion, Haas seconded, directing staff to draft a more narrowly -defined policy and place on <br />the Council's agenda of September 3, 2002 for adoption. <br />All aye. Motion Carried. <br />VACATION OF ZAHLER ROAD (NORTH OF 122ND ST/EAST OF WITHROW SCHOOLI <br />Mary Ecker requested a vacation of two public rights-of-way for Edward and Zahler Roads. Both of <br />these roads are unimproved rights-of-way that were dedicated with the Zahler Acres subdivision, which <br />was recorded prior to 1960. The properties along the road are under common ownership and are not <br />needed to provide access to other properties. Mayor Miron opened the public hearing, and there were <br />no oral or written comments. <br />Haas made motion, Puleo seconded, to vacate the rights-of-way for Edward and Zahler Roads and direct <br />staff to file the notice of vacation with Washington County. The applicant shall sign a Waiver of <br />Damages as provide by the City Attorney. <br />All aye. Motion Carried. <br />AWARD SALE OF G.O. EOUIPMENT CERT ICATES <br />At its July 1, 2002 meeting, the Council authorized Springsted, Inc., to negotiate the sale of $440,000 <br />G.O. Equipment Certificates to finance a 2000 -gallon tanker fire truck, public works equipment, civil <br />defense warning sirens, and a building department truck.
