City Council meeting of September 16, 2002 <br />Page 5 <br />AMERICAN LEGION BUILDING COMMITTEE REPORT <br />On Monday, September 9, 2002, the American Legion Building Committee met to discuss the work <br />completed to date by the American Legion in its efforts to construct a new building. At the previous <br />meeting, City Attorney Dave Snyder recommended that a letter of intent and purchase agreement be <br />drafted to reflect the interest of the American Legion in buying the City's lot between Rick's Liquor and <br />the Hugo Fire Hall. A purchase agreement was drafted for Council consideration, which reflected a <br />write down in the cost of the lot without the use of TIF. Mayor Miron and Council member Granger <br />provided a brief overview of the last meeting, including discussions of zoning of the existing Legion site <br />and the City's desire to have a right of first refusal. Legion Commander John Thomas was present to <br />answer Council questions. <br />Granger made motion, Miron seconded, to approve the purchase agreement for the sale of the one -acre <br />parcel in the Bald Eagle Industrial Park to the Hugo American Legion Post. <br />All aye. Motion Carried. <br />Council discussed the zoning of the Legion's current site and possible zoning options. . <br />Haas made motion, Granger seconded, to schedule a public hearing to consider rezoning the current <br />American Legion site. <br />Haas and Granger withdrew their motion and second. <br />It was determined that prior to any action to rezone the property, a neighborhood meeting for public <br />comments. <br />Miran made motion, Haas seconded, directing staff to solicit comments from neighbors of the Legion <br />site relative to zoning of the property and report their findings to the Council a regular Council meeting. <br />All aye. Motion Carried. <br />SNOW PLOW TRUCK IS UNAVAILABLE FROM WASHINGTON COUNTY <br />Washington County Operations Manager Greg Felt notified Public Works Director Chris Petree that the <br />single-axel plow truck that had been promised to the City was not available as it was reallocated to the <br />Washington County Parks Dept. At its August 5, 2002 meeting, the Council listened to Greg as he <br />discussed options for providing snowplowing services in the City if a plow truck was unavailable. Chris <br />provided a matrix outlining those options for Council consideration. <br />Haas made motion, Puleo seconded, to approve an agreement with Washington County to provide <br />snowplowing services for one route in the City for the 2002-2003 winter season. The County will <br />respond to major snowfalls, with City's public works crew managing the cleanup. <br />All aye. Motion Carried. <br />
