City Council meeting of September 16, 2002 <br />Page 6 <br />DISCUSSION OF INSTALLATION OF STOP SIGN AT 165m ST AND INGERSOLL AVE <br />Two Council members notified City staff about the desire to replace a "yield" sign with a "stop" sign at <br />the intersection of 165* Street and Ingersoll Avenue. Public Works Director Chis Petree and the City <br />Engineer Dave Mitchell reviewed this issue and they found that the intersection could operate safely <br />with either a stop sign or a yield sign. Jim Beaman,Will Riopel, and Art Hanson stated reasons why a <br />stop sign should be installed: people do not yield, and because of vandalism, a stop sign was removed <br />and replaced with a yield sign. <br />Miron made motion, Puleo seconded, directing the Public Works department replace the yield sign with <br />a stop sign at 165* Street and Ingersoll Avenue for traffic traveling north on Ingersoll Avenue. <br />All aye. Motion Carried. <br />Puleo made motion, Haas seconded, to install a stop sign on 165* Street at Ingersoll Avenue for traffic <br />traveling east on 165* Street and any other warning signs deemed appropriate. <br />All aye. Motion Carried. <br />WEST ONEKA LAKE NEIGHBORHOOD MEETING <br />At its August 12, 2002 meeting, the Council directed staff to explore funding options for the West <br />Oneka Lake Study Area and the Oneka Lake outlet. To date, only one of the three major landowner has <br />provided her share of the cost to complete the ditch improvement project. Water Resource Engineer <br />Pete Willenbring from WSB Engineers and City staff sought direction from Council as to a funding <br />source. Previously, Council's direction was to use the fimds from the three major landowners as the <br />primary fimding source. Council discussed the need to conduct a neighborhood meeting with the major <br />landowners, as well as all of the homeowners along the 165* Street ditch. Financial advisor Nick <br />Dragisich offered several options for fimding of the project. Council member Petryk suggested the City <br />include a woodchip trail system in the developments and borrow from the park fiord. <br />Miron made motion, Granger seconded, directing staff to review options for finding the West Oneka <br />Lake Study Area and the Oneka Lake outlet and report their findings to the Council, and start <br />proceedings to obtain whatever easements will be needed to complete the project. Staff will hold a <br />neighborhood meeting and invite the Mayor and Council, if necessary. <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />ABSTAINED: Puleo <br />Motion Carried. <br />PEDDLER'S PERMIT ORDINANCE <br />City staff and the WCSO have received complaints from residents about door-to-door peddlers selling <br />anything from books to cleaning products. As a small town that is developing some areas into urban <br />neighborhoods, staff requested direction from Council as to its interest in the development of a peddler's <br />
