City Council meeting of September 16, 2002 <br />Page 8 <br />accommodate the asphalt that was built back in the 1980's. Staff does agree that there is a problem with <br />the elevation of the culvert; however, City records indicate that Mr. Rupkus requested that the work not <br />be done in the 1980's. City Engineer Dave Mitchell estimated the cost of the project to be $2,500. After <br />Council discussion of the history of the site: <br />Mixon made motion, Puleo seconded, that the City would be willing to install the culvert if the property <br />owner(s) was willing to pay for the cost of the project. <br />All aye. Motion Carried. <br />REQUEST FOR CITY INTEREST IN HOUSE AT 5583147 STREET <br />Michele Anderson owns a house located at 5583 147t° Street, a house where her mother.currently <br />resides, and Michele questioned whether the City was interested in purchasing the house in lieu of the <br />realignment of CSAH8. City Finance Director Ron Oddn recommended Council consider this request <br />during the budget workshop. <br />Miron made motion, Haas seconded, to table this matter until the Council meeting of October 7, 2002. <br />All aye. Motion Carried. <br />UPDATE ON TRANSFER OF DEVELOPMENT RIGHTS COM W TEE <br />CD Director John Rask updated Council on the upcoming meeting of the TDR committee. <br />CITY HALL GRAND OPENING CELEBRATION (NEWS INSERT) <br />With the hydro seeding of the City property completed on August 27, 2002, City staff requested Council <br />consider a fall grand opening celebration with the final completion of the City Hall landscaping and the <br />City Hall punch list. <br />Miron made motion, Puleo seconded, authorizing staff to accept a quotation from the White Bear Press <br />for a newspaper insert that would announce the final completion and grand opening celebration for the <br />new City Hall in October 2002. <br />All aye. Motion Carried <br />SCHEDULE 2003 BUDGET WORKSHOP <br />At its September 3, 2002 meeting, the Council accepted the recommendation from Finance Director Ron <br />Otkin to establish a City levy at the maximum amount allowed by state statute, which is consistent with <br />the City's policy to always establish a levy when under levy limits. <br />Miron made motion, Petryk seconded, that the Council be canvassed individually to determine a <br />workshop date. <br />All aye. Motion Carried. <br />
