Staff does agree that there is a problem with the elevation of the culvert; however, City records indicate that Mr. Rupkus requested that the work not be done in the 1980's. City Engineer Dave Mitchell estimated the cost of the project to be $2,500. After Council discussion of the history of the site: Mixon made motion, Puleo seconded, that the City would be willing to install the culvert if the property owner(s) was willing to pay for the cost of the project. REQUEST FOR CITY INTEREST IN HOUSE AT 5583147 STREET Michele Anderson owns a house located at 5583 147t° Street, a house where her mother.currently resides, and Michele questioned whether the City was interested in purchasing the house in lieu of the realignment of CSAH8. City Finance Director Ron Oddn recommended Council consider this request during the budget workshop. Miron made motion, Haas seconded, to table this matter until the Council meeting of October 7, 2002. All aye. Motion Carried. UPDATE ON TRANSFER OF DEVELOPMENT RIGHTS COM W TEE CD Director John Rask updated Council on the upcoming meeting of the TDR committee. CITY HALL GRAND OPENING CELEBRATION (NEWS INSERT) With the hydro seeding of the City property completed on August 27, 2002, City staff requested Council consider a fall grand opening celebration with the final completion of the City Hall landscaping and the City Hall punch list. Miron made motion, Puleo seconded, authorizing staff to accept a quotation from the White Bear Press for a newspaper insert that would announce the final completion and grand opening celebration for the new City Hall in October 2002. Motion Carried SCHEDULE 2003 BUDGET WORKSHOP At its September 3, 2002 meeting, the Council accepted the recommendation from Finance Director Ron Otkin to establish a City levy at the maximum amount allowed by state statute, which is consistent with the City's policy to always establish a levy when under levy limits. Miron made motion, Petryk seconded, that the Council be canvassed individually to determine a workshop date. All aye. Motion Carried.
