City Council meeting of September 16, 2002 <br />Page 7 <br />permit that would allow the City to regulate any and all door-to-door salespersons. <br />Miron made motion, Petryk seconded, directing staff to provide samples of a peddler's permit ordinance <br />for Council review. <br />All aye. Motion Carried <br />DISCUSSION ON LAWN FERTILIZER ORDINANCE <br />At its July 15, 2002 meeting, the Council requested staff to research a phosphorus lawn fertilizer <br />legislation, which was recently approved by the 2002 Minnesota state legislature. Staff completed its <br />research on the one and. included this information for consideration by Council. Because state law will <br />regulate this matter in 2003, no formal Council was taken. <br />BER BUSINESS TIF SHORTFALL <br />At a specially called meeting on Tbursday, August 8, 2002, the Council met with the business owners <br />from the BET to discuss the TIF shortfalls experienced by the City in receipt of tax increment financing. <br />Council shared with the business owners the deficit that is needed by the City to pay off outstanding <br />bonds for the construction of Fenway Blvd. Council proposed a 50/50 sharing in the repayment of the <br />TIF shortfalls. This issue was tabled at the August 19, 2002 meeting. CD Director John Rask shared <br />with Council an overview of this issue. <br />Granger made motion, Puleo seconded, to direct the City Attorney Dave Snyder to prepare draft <br />agreements with the business owners to reflect the amount due to the City, as per TIF agreements. They <br />will be mailed to owners as accounts payable. <br />All aye. Motion Carried. <br />STREET SIGN REQUEST ELMCREST AVENUE (MEL-0.DEE STABLES) <br />The owners of Mel -0 -Dee stables submitted a request for a street sign in font of their horse stable <br />located on Ehncrest Avenue, in the southwest corner of the City. Washington County Deputy Amy <br />Sprague and Public Works Director Chris Petree reviewed this request, and with the additional police <br />patrol for speeding vehicles, recommended installation of a "horse" sign on Ehncrest Avenue to warn <br />vehicular traffic that there is an existing horse stable. <br />Miron made motion, Granger seconded, to accept staff recommendation and approve installation of a <br />"horse" sign on Ehncrest Avenue to warn vehicular traffic that there is an existing horse stable. <br />All aye. Motion Carried. <br />REQUEST FOR CULVERT WORK ON 165m STREET/HARROW AVENUE <br />Jerome Rupkus, 16315 Harrow Avenue, has had a significant amount of rainwater backed up on the <br />front of his property. He stated that the culvert under his neighbor's driveway was never lowered to <br />
