City Council meeting of November 4, 2002 <br />Page 4 <br />Granger made motion, Petryk seconded, denying the request of Seth Marshall for an extension of time <br />and tabling of his request for Generation Acres. <br />All Aye. Motion Carried. <br />Petryk made motion, Haas seconded, to approve Findings of Fact denying the preliminary plat and site <br />plan application for Generation Acres. <br />All aye. Motion Carried. <br />BEIP 13 ACRES (DEVELOPMENT PROPOSAL) <br />Staff has worked to develop a plat for the City's 13 acres in the Bald Eagle Industrial Park and has met <br />with prospective buyers on four lots. Mike Brass and Jim Kellison each have prospective buyers that are <br />ready to enter into purchase agreements. Tom Jackson would also like to purchase a lot for the <br />construction of mini -storage units and appeared before the Council to request approval in moving <br />forward with the preparation of the preliminary construction plans and the processing of the plat through <br />the City review process. Additionally, Mr. Jackson discussed the potential for access through the City's <br />parcel that would serve a portion of his adjacent parcel. Council will discuss the possible reduction in <br />the purchase price based on the amount of generated TIF at a later time. <br />Miron made motion, Granger seconded, directing staff to proceed with the preliminary plat, including <br />preliminary engineering work. <br />All aye. Motion Carried. <br />STORMWATER MANAGEMENT ORDINANCE <br />At its October 21, 2002 meeting, Council listened to an update from Water Resource Engineer Pete <br />Willenbring from WSB Engineers regarding the City's comprehensive stormwater management plan, <br />which is being reviewed by the RCWD. Staff completed a draft that provides criteria and standards for <br />stormwater management in the City. Because this ordinance would be part of the City's comprehensive <br />land use regulations, the Planning Commission is required to hold a public hearing. <br />Miron made motion, Petryk seconded, forwarding the draft stormwater management ordinance to the <br />Planning Commission to hold a public hearing. <br />All aye. Motion Carried. <br />PEDDLERS & SOLICITORS ORDINANCE <br />At its September 16, 2002 meeting, staff sought input from Council as to its interest in drafting a <br />peddler's ordinance. Staff has received complaints from residents and from the Washington County <br />Sheriff deputies, primarily during the summer months, about peddlers and transient merchants who go <br />door-to-door selling their goods. Council was split on whether or not to proceed further, but directed <br />staff to obtain three different peddler ordinances from different communities. Staff obtained sample <br />
